With the development of economy,the demand for maritime transportation shows an increasing trend.The busy ship traffic leads to the increase of vessel density in port area and the complexity of navigation environment.Consequently,the possibility of ship collision is greatly increased.The ship collision accident can result in the huge financial loss and the seriously ecological environment pollution in port area.Therefore,how to supervise ship collision risk and avoid ship collision accidents is nontrivial in the current research of ship.Electronic patrol,using modern information technology and intelligence algorithm to identify ship flows risks automatically,can analysis the information collected by radar and AIS,and detect the risks among ships,and provide an effective means for port ship collision risk supervision.Moreover,since ship collision avoidance in the patrol results tend to be influenced by the collision risks among multi-ship,a collision avoidance scheme based on ship collision risk supervision analysis is required to provide some auxiliary suggestions for ship collision avoidance.Based on the above requirements,the main research work in this thesis are as follows:(1)To effectively identify the monitored ships in port area,the fusion of AIS track data and radar track data is required,which can ensure the comprehensiveness of regulation for risk patrol and monitoring accuracy.Through analysis of the characteristics of ship radar track and AIS track,a mathematical fusion model of radar track and AIS track is established.It can realize radar track and AIS track fusion to combine the advantages of radar and AIS based on the coordinate transformation,time registration,fuzzy relation,and weighted fusion.(2)To solve the problems of collision risk detection and global monitoring,an electronic patrol method based on minimum distance-based AGNES algorithm is proposed.The concepts of DCQA and TCQA are introduced,and a ship collision risk assessment model is established by using DCPA and TCQA.The model combines with AGNES hierarchical clustering algorithm to find out the collision risk points in port area,and then displays the patrol results by heat map.In this way,it can help regulators to find the collision risks timely and provide navigation-supporting information service.Additionally,the supervision capacity of ship collision risk in port area is effectively promoted.(3)For ships in collision risk found by patrol,the grey correlation analysis of ship collision risk is combined with rule base of collision avoidance in this thesis,and a regulatory scheme is proposed to provide some auxiliary suggestions for ship collision avoidance.Once the collision risk is detected,navigation-supporting information will be given to assist ship in collision avoidance.(4)A supervision system for port ship collision risk based on electronic patrol is designed and implemented by using ASP.NET platform,SQL Server Database,independent chart map service published by ArcGIS Server and some other technologies.The supervision system for port ship collision risk based on electronic patrol can realize some specific functions,including the fusion of radar track and AIS track,the electronic patrol of ship collision risk,the grey correlation analysis of collision risk in ships encounter situation,the aid decision-making for ship collision avoidance.Furthermore,in the port traffic regulation,the system can effectively improve the scientificity of ship collision risk control,and enhance the visualization capabilities of ship navigation safety monitoring in port area.
