In recent years,there have been significant changes in the global climate.With the rapid development of the global economy,the climate tends to be worse.Global warming in recent decades is mainly due to the excessive emissions of greenhouse gases that will cause the changes in the atmospheric environment.Therefore,the most immediate means of mitigating drastic climate changes is to control emissions of greenhouse gases who cause the climate changes.As early in December 1997,in order to mitigate global warming,the "Kyoto Protocol" inspired by 149 countries and regions was passed.The main content is to limit the carbon dioxide emissions of various countries and regions,and stipulates that all developed countries are obliged to reduce the greenhouse gas emissions by 5.2% in 2012 compared with 1990.In 2009,China proposed the emission reduction targets related to the carbon dioxide emission intensity on the international climate conference held in the Danish capital of Copenhagen,and promised to 2020 the carbon dioxide emissions of China's GDP unit will be reduced by 40%-50% compared with 2005.Meanwhile in order to ensure the realization of this promise,our country makes the carbon emission reduction as necessity in the plan when formulating the national economic and social development plans in order to form a long-term mechanism of China's economic transformation and upgrade.Among all the kinds of greenhouse gases,the strongest effect on the greenhouse effect is the carbon dioxide,which has an impact of up to 56%.It is of great significance to study how various factors of carbon emissions affect the development of low-carbon economy and formulate targeted emission reduction strategies and policies.And low-carbon technological progress is the premise of vigorously developing low-carbon economy,it is a necessity in promoting the development of low-carbon economy.Therefore,if our country wants to achieve the good development of social economy,we need to vigorously develop low-carbon economy,and pay great attention on the research and development and utilization of technology,especially the technological development of low-carbon application.This paper attempts to deeply study the effects between carbon emissions and technological progress.And explore the relationship between carbon emissions and technological progress by employing the panel data of China's six central provinces from 2005 to 2015.The main contents of this paper are as follows:First this paper elaborates the research background and significance,and summarizes and collates the relevant literature at home and abroad,and then makes a brief statement of the theoretical framework and research methods of this paper.Then,the paper theoretically analyzes the effect of technological progress on carbon emissions And defines the significance of carbon emissions and technological progress,mainly uses the carbon emission decomposition methods to analyze the influence mechanism of technological progress on carbon emission intensity,and illustrates the direct and indirect effects of technological progress on carbon emissions.At the same time,this paper analyzes the current situation of technological progress and carbon emissions,estimates carbon emission amount by using IPCC method,and then analyzes the total amount of carbon dioxide emissions in six central provinces and the carbon dioxide emissions per capita of carbon dioxide emission intensity.And estimates the technical progress of each province by using Malmquist index method.In the end,we use econometric analysis method to analyze the technological progress and carbon emissions of six provinces in central China,and use the extended STIRPAT model to estimate the panel data.The main conclusions of this paper are as follows:First,the carbon emissions of the six provinces in central China increased year after year from 2005 to 2015,while Shanxi Province's total carbon emissions ranked first.When measuring the results of technological progress,it is found that only Anhui and Hunan have the phenomenon of technological retrogression.The difference of technological progress in six provinces of central China is obvious,while the difference of efficiency change is little,the growth of total factor productivity depends heavily on technological progress.Second,the analysis of panel data shows that the GDP per capita and industrial structure of the six provinces in central China have a negative impact on carbon emission reduction,that is,the increase of GDP per capita and the more-dominant industrial structure of the secondary industry will increase carbon emissions.Among them,the industrial structure dominated by the second industry is the biggest hindrance to carbon emission reduction.The impact of population on carbon emission reduction is positive,but weak,that is,population size can reduce carbon emissions,but the effect is not satisfactory;The elasticity coefficient of technological progress to carbon emissions is the highest in several variables,which shows that technological progress has a great inhibitory effect and can promote carbon emission reduction most effectively.Finally,some policy suggestions are given: Actively develop the modern service industry,and turn the industrial structure from industry-oriented to the tertiary-oriented,reduce the level of energy consumption,promote the development of low-carbon economy;fully develop new energy sources,support the work of high-tech development zones in various provinces,actively research and develop the new and high technologies,and vigorously promote the development of new and high technology industries based on new energy applications.Strengthen the technical exchange and cooperation with other provinces and cities and western developed countries,and apply the measures to local conditions,and establish a monitoring mechanism to make technology effective used;To standardize the carbon emissions of enterprises,all provinces should restrain the carbon emissions of enterprises within the scope,so that they can control and supervise the carbon emissions effectively.
