The current anomaly changing global climate and the more prominent effect of Greenhouse have seriously threatened the sustainable development of human society. And the important means which has been recognized by the world to solve this problem is to develop low-carbon economy. The core of developing low-carbon economy is low-carbon technology, which is the basic condition for promoting low-carbon economy development. Therefore, in order to develop low-carbon economy and realize the sustainable development of economy, we must pay great attention to the development of low-carbon technology. Under this background, this research has carried on the empirical method to research how the technological progress influences our country carbon emissions. The main content of this article:Firstly, this paper introduces the background and the significance of the research, and briefly summarizes the relevant domestic and foreign literatures; Secondly, the author studies the related concepts, such as low-carbon economy, technological progress, carbon emissions and so on; Thirdly, the author estimates the carbon emissions of China by using the descriptive statistical method, and analyzes the current situation of carbon emissions in China.; Next, the paper constructs the calculation model for the level of development of Chinese technology progress、the dynamic panel data model and the panel threshold model about how technological progress affect carbon emissions, then through empirical research how Chinese technological progress effect Chinese carbon emissions. Finally, the article summarizes the conclusions of the research and put forward the corresponding political suggestions. The main conclusions of this paper:Firstly, by estimating the situation of carbon emissions, the paper founds that China’s carbon emissions shows a tendency of increasing year by year, but the growth rate of carbon emissions, but showing a downward trend year by year; on the other way, there are huge differences of carbon emissions above the various areas in China.Secondly, through the empirical finding on the dynamic panel model, the influence elasticity coefficient of the five variables for carbon emissions that the carbon emissions lag issue of value, population size and per capita wealth, technological progress and industrial structure were 0.1313,0.725,1.389,0.087 and 0.237.Thirdly, this paper build a panel threshold model to found the relation of the technology progress, carbon emissions and energy consumption. Empirical studies found that around the technological progress, carbon emissions and energy consumption have threshold effect, and when technological progress level is less than the threshold value, changes in energy consumption of a unit, the change of carbon emissions is gone, when technological progress level is greater than the threshold value, changes in energy consumption of a unit, the change of carbon emissions for the reverse change. This means that as the technology progress level increasing, the effects of energy consumption on carbon emissions by promoting evolved into the curb.
