Since 21 st century,China's steel industry has entered a track of rapid development.As a main iron content charge for blast furnace iron-making,the speed of development of pellet production exceeds the annual growth rate of blast furnace iron-making.There are many kinds of pellet production processes.Among them,the grate-kiln pellet process has been brought in China lately,but because of it could make oxidized pellets of strength,uniform particle size,high iron grade and good reductive properties,which can be used for smelting high-quality steel and provides a good foundation for the modern blast furnaces.Currently,the researches of overseas and domestic on the grate-rotary kiln are production technique,but the research on its safety production management is almost none.In 2014.12.1,the newly revised Safety Production Law incorporated metallurgy industry into high-risk industry management.Although the accidents caused by metallurgy industry are generally less seriously than those in construction,coal production,transportation,etc.,but its safety conditions are not well.Facing a series of new challenges and new opportunities,the safety management is an important way to improve enterprise owns safe production.This paper takes W Group C iron ore pellet plant as the research object,and through the literature review,combined with the relevant experience of C iron ore pellet plant staff,identify the hazard source in the production process of grate-kiln pellet method.Using the operating condition hazard assessment method and the experience of workers,the hazard source shall be sorted according to the degree of influence and the size of the accident,and the hazard level shall be formulated and corresponding measures shall be drawn up.The safety management systems will be written through identified hazard sources and assessed hazard levels.In the aspect of personnel safety management,a key position risk notification card has been produced,which can provide pre-service education for the operators.C iron ore pellet plant has initially completed automated production,which have good staffing,orderly maintenance of equipment,and sensitive to existing hazards.Although there are safety rules and regulations on the wall,the safety management system is not perfect.In this paper,the identified hazard sources are divided into 5 levels.Combining the current situation,the safety production management system of the grate-kiln pellet method has been established from six aspects: organizational structure,safety management system,identified hazard sources,personnel education and training,emergency plan,and civilized production institutionalization.
