Research On The Government Supervision Of Haze Governance

The problem of air quality decline caused by haze is one of the key issues in the field of environmental protection,and government supervision is the key link of the governance effect.To deal with the problem of haze pollution,the combination of government compulsory mode and multi-center governance model,and the establishment of a complete and scientific government supervision system is one of the important guarantees to promote green,coordinate and sustainable development of ecological civilization.Whether government supervision is effective or not at present is inseparable from the balance of the structure of the subject responsible for supervision,the coordination of regulatory means and its complete legal provisions,etc.,and actively updates the concept of government governance and the top-level design of the supervision work.This is a systematic and comprehensive one.Engineering.At present,there are still some problems in the government supervision of haze governance in Beijing in terms of supervision strength,supervision organization,supervision consciousness and supervision accountability,which impedes the realization of the expected goal of haze governance.To a certain extent,the government has restricted the governance effect and the improvement of governance level.The research in this paper has a good practical and theoretical significance,and has a good reference significance for the current and later research on haze pollution control and government supervision.This paper takes the haze pollution in Beijing as the research object,and takes the problem of government regulation in the management of this problem as the main research angle,this paper collects and draws lessons from domestic and foreign literatures.This paper discusses the problems existing in the government supervision of haze governance in Beijing,and combines the current situation with the collection of PM2.5 content data in the air of Beijing in recent years,analyzes the data,and describes objectively the situation of PM2.5.This paper analyzes the current situation of government supervision from four aspects:the main body of supervision,the policy measures,the means of supervision and the effect of supervision,in order to find out the problems existing in the present situation,and to divide the reasons of the corresponding problems into two parts.Analyzing and giving reasonable countermeasures and suggestions,so as to realize the optimized research on the government supervision of haze governance in Beijing,improve the government's supervisory ability,actively introduce big data into the field of environmental monitoring,and complete the top-level design of environmental governance.Then realize the coordinated and sustainable development of ecological environment.In order to accomplish the research goal of this paper,the thesis is divided into six parts as follows:First,taking the research of Beijing haze governance government regulation related scholars as the background summary,selects Beijing,draws out the distribution table of haze pollution components and the analysis of the current situation of the government supervision.Combined with Beijing's current haze governance and regulatory effectiveness evaluation and analysis.Second,the theoretical basis and analysis mechanism of haze governance government supervision,including the theory of public goods,the theory of multi-center governance,the game theory,should be the key supporting theory in the article.Cooperative governance theory and new public management theory are also the important theoretical basis of problem analysis.Third,this paper analyzes the current situation and existing problems of haze governance government supervision in Beijing.The problems include supervision subject and system,supervision standard and intensity,supervision consciousness and supervision evaluation.Fourth,according to Beijing haze governance paper tries to evaluate the effect of the management by means of execution.To explore the optimal design of haze governance government supervision path in Beijing.This paper adopts comparative analysis,literature analysis,cross-research and social investigation to give a preliminary study on the government supervision of haze governance.The innovation lies in the fact that most of the related haze governance documents are based on the government responsibility and should be studied from the angle of government supervision.And the theoretical analysis and selection of game theory is innovative,with the game theory to analyze the haze governance government supervision between the government,citizens and enterprises between the interests of the game.The introduction of game theory makes the supervision problem more concrete.However,due to the limited ability of individuals,some problems have not been studied in depth.So deeper The research on government regulation of haze governance needs the further efforts of later scholars,such as quantitative analysis and mathematical statistics,which are of great research value.I also hope that this study can provide some reference for Beijing's current haze governance.Through the research on the government supervision of haze governance in Beijing,the conclusion of the paper is as follows:This paper holds that in order to complete the top level design of haze governance by the central government,we should effectively set up the cooperative governance system of government,enterprise,public and non-governmental organizations,so as to solve the problem of air pollution in different regions.The government is the main subject of supervision,but not the only one.Therefore,based on the "visible hand of the government",we should set up a correct concept of supervision and change the government's legal system,economic and regulatory functions.Coordinate regional coordination and governance,encourage multi-party cooperation and supervision,establish environmental supervision and evaluation system,and effectively achieve sustainable and coordinated development of economy and environment,and create a community of "common breath and common destiny",based on common aim,common mission,improve government function,solve the problem of government failure.In a word,to solve the air pollution problem of haze governance and government supervision,we should ultimately attribute to the common efforts of the whole society to establish the concept of green,shared,cooperative and win-win governance.And
