Research On The Issues In Government Haze Management Of H Province Of Polycentirc Governance Perspective

Since the autumn of2012, lots of cities in our country frequently covered by hazeweather, seriously impacting the daily lives of the public and the health of people livingin cities. The governance of haze weather without a moment’s delay is not the publicopinion, but also the request of building a beautiful China and achieving the great ChinaDream. The paper, taking the H Province’s example, tries to explore a new way tomanage the haze weather and provide beneficial referable opinions and suggestions to thehaze governance of our country. To comprehensive research, the paper analyzes theexisting problem of haze governance in H Province and furthermore brings in thepolycentric governance theory of Vincent Ostrom and Elinor Ostrom.The paper has six parts. The first part is introduction. This part mainly introducesthe background and the basis for selecting topic, the research purpose, the researchsignificance, the research status at home and abroad, the innovation points and researchmethods. The second part mainly defines and explains the concepts of haze, PM2.5andPM10and formulates the polycentric governance theory. The third part is the currentsituation and existing problems during haze governance in H Province. The fourth partanalyzes the causes of haze weather governance issues from the vision of polycentricgovernance theory. The fifth part is the countermeasures and suggestions to solve thehaze weather problems in H Province, such as building the long-term haze governancemechanism under the leadership of the government, improving the market operatingmechanism based on green economy and enhancing the participation of socialorganizations and the public. The sixth part is the conclusion.The construction of the polycentric governance model of haze is surely a long-termprogram that needs the cooperation of government, the market and all parts of the society;meanwhile the green economy concept must be brought into the process of it. Graduallywe build the model in which the government plays the leading role, the adjustmentfunction of market mechanism is improved and the participation of society is enhanced,achieves the transformation of environment governance from traditional to ‘green’ andthe building of sustainable and ecological city and furthermore a beautiful China.
