Research On The Influencing Factors Of The Government's Executive Ability Of Haze Governance On L County

Since China's reform and opening up,the rapid economic and social development,has made remarkable achievements,while People's Daily life has also been significantly improved.However,serious environmental degradation has also been exposed in this process,which has seriously affected people's physical and mental health.In recent years,the haze weather continues to appear,more and more by the general concern of the community.China has to take the route of “polluting first and cleaning up later”.Based on the analysis of haze problems,it can be seen that the government,as the main body of haze control,is duty-bound to carry out its responsibilities.Therefore,how to improve the implementation ability of the government's haze policies has become an important issue to be solved urgently by the government and the academic community.The author through a large number of research literature,and Edwards model index system as the research basis,draw lessons from the inside of the policy executive power of the classic model related variables,such as Smith policy implementation process model,Meter Horn policy execution model and Mutual adaptation model of policy implementation and optimum model,then combined with the actual situation in our country,establish new haze governance of local government policy implementation force influencing factors model,at the same time,making five big assumptions:(1)communication and haze governance government policy execution exist positive correlation.(2)resources are positively correlated with the implementation ability of the government's haze control policies.(3)there is a positive correlation between the executive preference and the government's implementation of haze control policies.(4)there is a positive correlation between organizational structure and the government's implementation of haze control policies.(5)significant correlation among organizational structure,communication,resources and executive preference.Collect data through questionnaire distribution and recovery,and with the aid of SPSS19.0 statistical tools,to put forward the assumption of descriptive statistics,and by using statistical tools AMOS17.0 building model,on the basis of the hypothesis test of the proposed,finally it is concluded that communication,resources,executives will,organization structure,and there is a positive correlation relationship between basic-level government execution,and four significant effects between observed variables,which verified the five hypotheses proposed in this paper.At the end of this paper,through the analysis and summary of the conclusions of this study,the author puts forward several Suggestions for improving the implementation of local government haze control policies :(1)establish and improve the ecological accountability system,strengthen supervision and management.(2)improve the quality of performers.(3)integrate and utilize resources and linkage surrounding areas.(4)improve policy content and pertinence.
