The Influence Of Environmental Regulation On Total Factor Productivity In Manufacturing Industry

With the rapid development of China's economy and the increasing number of haze days,people's lives have been seriously affected,and environmental pollution has become the focus of people's attention.Today,people pursuit healthy and happiness life,environmental problems have been taken seriously by government authorities and people.China's planning outline points out that high economic growth will be achieved during the planning period,ecological environment will be improved and limited resources will be rationally utilized.It can be seen that China pays attention to the improvement of ecological environment while developing economy,and puts economic development and ecological environment improvement on the strategic height of national development.It is one of the goals of China's development strategy to achieve healthy economic development,reduce the destruction of the ecological environment,and make every effort to restore the green mountains and rivers of our country.When China is at a low level of economic development,the environment is not a priority for development.Nowadays,the environmental damage caused by economic development has already affected people's physical health.Therefore,environmental protection is a common issue faced by the whole mankind.The market itself regulates the economy with a certain lag.As the ecological environment is gradually concerned by the governments of various countries,each country gradually explores ways to improve the environment based on its national conditions and economic development level.These policies are later referred to as environmental regulation policies.From the initial executive order,environmental regulation has been gradually developed to encourage enterprises to improve pollution control technology through the market,so as to achieve the goal of emission reduction.In order to unify the management,the government restricts the behavior of enterprises by charging for pollution emission behavior and by means of emission permit.Under the background of these policies,enterprises keep innovating to reduce costs,so as to increase the profits of enterprises while ensuring environmental quality.The polluted environment has an impact on people's life.With the improvement of people's living demands,the improvement of the environment has attracted people's attention,which has led to many individual spontaneously protect the environment.Therefore,it is worth discussing how environmental regulation policies will affect economic development and whether environmental improvement and technological progress will be developed simultaneously.Organize past research literature,this paper found that the existing research literature,mostly in the provinces as the research object to study the environmental regulation on industrial total factor productivity or a specific industry,rarely classification studies in industry or manufacturing,this article obtains from this perspective,according to the different characteristics of various industries through manufacturing we can divide the manufacturing industry into two kinds,respectively polluting manufacturing industry and clean manufacturing industry,using the Malmquist productivity index of nonparametric method,calculates the 23 manufacturing industry in China in 2003-2015 total factor productivity of 13 years,using the method of 1i ling to calculate the intensity of environmental regulation by using the "three waste index" and the gross industrial product.The results show that:(1)On the whole,TFP of 23 manufacturing industries in China shows an upward trend,technological progress index has a greater impact on TFP,and TFP contributes less to TFP growth.(2)According to the result of the calculation of the industry as a whole,the environmental regulation and manufacturing total factor productivity in China showed a trend of "inverted U",increase with the intensity of environmental regulation policy,total factor productivity also got growth,when more than the enterprise environmental regulation intensity can be overwhelming,total factor productivity began to decline.(3)From the perspective of industrial grouping,environmental regulations of polluting industries have a negative impact on total factor productivity,while the regression results of environmental regulations of clean industries on total factor productivity are not significant,indicating that the impact is unknown.This paper is divided into five chapters.The first chapter is the introduction.It introduces the background of the research on the selection of environmental regulation and the significance of the research on the relationship between environmental regulation and total factor productivity.The second chapter is a review of previous research literature,which is divided into four directions.The third chapter is the analysis of the influencing mechanism,including the related theories and the specific analysis of the influencing mechanism.In chapter four,the impact of environmental regulation on total factor productivity is studied through establishing the measurement model and using panel data.The fifth chapter is the conclusion of the article and some policy suggestions.
