Since the reform and opening up,China's economy with high energy consumption and high emission model of rapid development,but the loss of high energy led to China's growing atmospheric environmental problems,and thus the overall development of economic development from the reaction.The Chinese government attaches great importance to the impact of environmental governance and protection on economic development.In the past ten years,the Chinese government has implemented a new mode of thinking linking economic growth with environmental sustainable development and comprehensively explored China's economic system reform.In this context,this article to strengthen the atmospheric environment and economic development of the link between the in-depth study,which can not only explore the source of total factor productivity growth in China,but also provide theoretical basis for the implementation of environmental protection measures,industrial structure adjustment and economic environment reform in China,and further accelerate the process of sustainable development in China.In the past,scholars study that total factor productivity is that production efficiency is the main driving force of economic growth,while ignoring the environmental constraints,ignoring the environmental problems on China's economic growth.The improvement of regional economic development,technological innovation and progress,industrial structure improvement,rational use of energy is the main driving force to promote economic growth.Therefore,how to correctly evaluate the performance of China's economic development,we must incorporate the impact of environmental constraints into the study of total factor productivity.Based on this,the total factor productivity of the environment is analyzed in many aspects,which provides useful reference for industrial structure adjustment and energy control.Based on the previous scholars' research,this paper points out the influence of atmospheric environmental problems on China's economy and constructs the framework of all-factor productivity analysis of atmospheric environment.First,the analysis of atmospheric pollution in China is carried out.Then,the non-radial DEA model,Bienial Malmquist index and Luenberger index are used to measure the total factor productivity and decomposition of China's environment in 2005 and 2014.Finally,Respectively,37 of China's industrial sectors and 30 provinces and cities under the environmental regulation of the difference between the comparative analysis.Finally,this paper analyzes the differences between China's 37 industrial sectors and 30 provinces and cities under the environmental regulation.The study shows that the technological progress is the main reason for the total factor productivity of the environment.The change of the pure efficiency is an important factor to promote the growth of the total factor productivity of the environment,and the effect of the scale change on the total factor productivity is less or even hindrance.The total factor productivity of industrial industries is higher than that of the textile industry,the printing industry and other light industries.The total factor productivity of heavy industry such as petroleum processing,coking and nuclear fuel processing industry is higher than that of textile industry and printing industry.The average growth rate of TFP is 10.77% without considering environmental constraints,and in the case of environmental constraints,and the total factor productivity of the environment increased to 3.33% under the condition of environmental constraints,indicating that the role of environmental management costs have a certain degree of economic growth inhibition.For the development of regional structure,China's provinces and cities to 8.6% annual average growth rate of continuous improvement,but in 2005-2006 and 2012-2013 two stages of the BML index decreased by 3.6% and 0.32% growth.China's regional environmental regulation,Inner Mongolia,Jiangxi,Hainan,Hebei and other nine provinces and cities of the total factor productivity of more than 10%,most of the regional economic development of the ecological environment did not cause damage,and Hainan,Jiangsu,Tianjin,Yunnan,Zhejiang Economic development of the ecological environment caused a certain impact...
