Since the reform and opening,china's economy has developed rapidly and people's living standard has raised sharply,but they are associated with a series of serious ecological problems,such as resource depletion,environmental degradation,energy crisis,etc.Under the "new normal" of China's economic development,achieving green development is a long-term challenge for China.The report of the 18th national congress of the CPC clearly proposes to integrate ecological civiliza-tion construction into all aspects and the whole process of economic construction,political construction,cultural construction and social construction.This measure brings the construction of ecological civilization to an unprecedented height.Eco-logical efficiency is a method system to measure the strategic progress effectively.Ecological efficiency is the unity of economic benefit and environmental benefit.Ecological efficiency is the best interpretation of sustainable development strategy.Based on this,this paper uses the ecological efficiency to measure the sustainability of economic development,and tries to analyze the important factors influencing the ecological efficiency,and seeks the development path and mechanism of comprehen-sively improving regional ecological efficiency.Firstly,this paper briefly describes the research background and significance of ecological efficiency,and makes a systematic review of the existing relevant litera-ture at home and abroad from the connotation of ecological efficiency,evaluation and application at the same time.Then,this paper uses the Superefficient SBM mod-el to calculate the ecological efficiency value of China's 30 provinces during 2003-2015 domain,and analyzes the evaluation results from the national,regional and provincial three levels.Subsequently,this paper uses Moran's I index and local Moran's I index to verify the spatial agglomeration of regional ecological efficiency distribution in China.Finally,this paper establishes the Spatial Durbin Model to analyze the important factors influencing regional ecological efficiency in China and obtain the empirical results.Based on theoretical analysis and empirical test,this pa-per mainly draws the following conclusions:(1)On the whole,from 2003 to 2015,China's regional ecological efficiency was at a low level,which had little change over the past 13 years.From the perspective of the three regions,the ecological efficiency of the three regions in China is quite dif-ferent.The eastern region has the highest ecological efficiency,followed by the cen-tral region and the western region.In short,China's regional ecological efficiency presents a gradient distribution pattern gradually decreasing from east to west,and shows obvious "marginalization effect" and "club effect".(2)From the perspective of global Moran's I index,the spatial correlation of re-gional ecological efficiency in China fluctuates irregularly from 2003 to 2015,which indicated that the regional ecological efficiency is relatively unstable in terms of spa-tial agglomeration.From the perspective of local Moran's I index,China's regional ecological efficiency forms two different agglomeration zones in spatial distribution:The first is a spatial cluster of high ecological efficiency centered in Shanghai with the surrounding Yangtze delta region and other eastern coastal provinces.The second is a spatial cluster region of low ecological efficiency centered in Gansu and Qinghai,with the surrounding western provinces of Xinjiang,Inner Mongolia,Ningxia and Sichuan.(3)The results of spatial measurement:Technological innovation and foreign direct investment have a significant positive impact on regional ecological efficiency.There is a negative correlation between environmental governance and regional eco-logical efficiency.The relationship between per capita GDP and regional ecological efficiency is u-shaped.The influence of industrial structure on the regional ecological efficiency is not significant,but we don't ignore the environmental pollution caused by changes in industrial structure,the co-existence of economic benefits and envi-ronmental pollution from the industrial sector is a possible cause of this situation.From the perspective of spatial spillover effect,China's regional ecological efficiency mainly generates spatial spillover through economic growth,environmental policies,technological progress and other factors.In addition,in terms of spatial interaction,the spatial lag coefficient of regional ecological efficiency is significantly positive,indicating that local governments may learn from each other and imitate each other in environmental governance.
