At present,protecting the environment,reducing and controlling pollution is a problem that is highly valued by the society.And research on environmental efficiency evaluation has also been developing rapidly.The protection of the environment is inseparable from the effective treatment of pollutants,the research on the site selection efficiency of pollutant treatment facilities is also an important field in the evaluation of environmental efficiency.In today's booming industry,industrial solid waste is undoubtedly one of the components of pollutants.The selection of the most suitable location for the construction of industrial solid waste treatment facilities is of great significance to individuals and society.The research in this paper focuses on site selection of industry solid waste treatment facilities.When there are more than one construction site,most of the existing location methods are to evaluate the efficiency of the alternative addresses,and select multiple addresses in the top ranked efficiency as the final construction plan,but there may be little distance between the selected addresses.In the case where the respective service radiation ranges overlap each other,such a site selection scheme does not actually make full use of resources,and therefore it is necessary to improve existing methods to evaluate the efficiency of a construction site having spatial relationships.To solve this problem,this paper uses the data envelopment analysis model to evaluate the efficiency of multiple construction addresses as a whole,and calculates the spatial impact relationship between each address in the inputs and outputs.This article is divided into five chapters,the main contents are as follows:Chapter 1 is the introduction,introduces the research background of environmental efficiency evaluation and site selection of solid waste treatment facilities,lists the representative literatures in the field of environmental efficiency evaluation and facility location,and expounds the research significance and research content of this paper.Chapter 2 is the theoretical basis.It introduces the main efficiency evaluation theory and two basic data envelopment analysis models.Then it describes how the model selected in this paper applies in the environmental efficiency evaluation and resource allocation problems.Chapter 3 studies the site selection of solid waste treatment facilities,explores the location of industrial solid waste treatment facilities in Anhui Province,and uses 16 prefecture-level cities in Anhui Province as the decision making units for alternative construction sites,and takes the price of industrial land and per capita annual wage level as inputs,industrial enterprise quantity and industrial solid waste quantity as expected outputs,total distance as undesired output.It uses double-objective data envelope model with the largest expected outputs and minimum expected output to estimate whether decision making units are valid or not.The results show that 7 of 16 decision making units are effective units and can be used as a site selection reference for solid waste treatment facilities.Chapter 4 studies the site selection of solid waste treatment facilities considering the spatial relationship of decision making units,and adds the expected output of the number of prefecture-level cities within the coverage.In order to make the results more differentiated,the cross-efficiency data envelopment analysis model is selected.There are a total of 1820 address combinations consisting of four alternate a'ddresses for efficiency evaluation.Comparing the combination of the top ten and the last ten of the efficiency ranking with the results of the third chapter,it is concluded that the information reflected by the combined evaluation results is more comprehensive,reflecting not only the local attributes of the sites,but also the spatial relationship between them.For further comparison,the same inputs,outputs,and model were used to evaluate the efficiency of the prefecture-level cities.The top four addresses of the efficiency values were compared with the address combinations with the highest efficiency values,and the conclusion was that when the inputs and outputs were basically the same,the optimal solution selected by the combined evaluation overlaps less.Therefore,the method that takes multiple locations as a whole in the evaluation can effectively evaluate the efficiency of locations with spatial influences,screen out the schemes with repeated coverage,and optimize the allocation under the condition of limited construction resources.Chapter 5 summarizes the content of the full text,points out the innovation,and puts forward the inadequacies and future development direction.
