Beijing-Tianjin-Hebei region,as the "capital economic circle" of our country,is the most active area in the economic development of the northern region,and its strategic position in the whole country is also very important.With the continuous improvement of the level of economic development and the increasing utilization rate of ecological resources,the eco-environmental problems in Beijing-Tianjin-Hebei region are becoming more and more significant.Although the government of the Beijing-Tianjin-Hebei region has actively responded to the strategic call of coordinated development and has made great efforts to carry out a series of ecological protection and ecological construction in order to deal with the deterioration of the ecological environment,what we need to make clear is that at present,the Beijing-Tianjin-Hebei region is not facing the problem of single economic development or ecological environment,but the problem of unbalanced development between economy and ecology.Among the value of services provided by the ecosystem,there are not only the economic value in the form of money,but also a large part of the value of "intangible services" that can not be realized through market exchange.In order to fully show the value of this part of "intangible services",we must comprehensively analyze the service value of the ecosystem and quantify it in the form of money,so as to make people realize the importance of the ecosystem to human social and economic activities.Based on the theory of ecosystem service value and ecological footprint,combined with the level of regional economic development,this paper tries to construct a standard quantitative model of regional ecological compensation,and then quantifies and analyzes the indicators of Beijing-Tianjin-Hebei in 2017.the ecological compensation standard and the payment order of ecological compensation in Beijing,Tianjin and Hebei are calculated.The conclusions of this paper are as follows:(1)Among the three regions of Beijing,Tianjin and Hebei Province,the largest value of ecosystem services is in Hebei Province,which is as much as 15 times of the total value of Tianjin.Hebei Province as the main provider of ecosystem services in Beijing-Tianjin-Hebei region is also indisputable.(2)Beijing,Tianjin and Hebei all belong to the areas of ecological deficit,showing different degrees of unsustainable development,indicating that there is a serious imbalance between the supply and demand of ecological resources in the three regions,and Hebei Province has the largest ecological deficit.The degree of sustainable development is the lowest.(3)Beijing,Tianjin and Hebei all belong to the payment areas of ecological compensation,and the compensation standards to be paid are 761295.22 yuan /,712323.00 yuan/ and 389006.01 yuan/ respectively.Considering that Hebei Province not only needs to pay the largest amount of ecological compensation,but also has the highest priority of ecological compensation,it should appropriately reduce the amount of compensation to be paid according to its own actual situation.Finally,based on the above conclusions,the paper puts forward policy recommendations,including paying strictly according to the priority of ecological compensation,strengthening publicity to improve people's awareness of ecological protection and improving the ecological compensation system.What is more important is to control the operation of funds and strengthen further research on the quantitative methods of ecological compensation.
