Performance appraisal is an important part of performance management,and the establishment of appraisal performance indicator system to reflect performance appraisal,which greatly affects the human resource management of state-owned enterprises.However,at present,there are major problems in the concept,method and process of performance appraisal of state-owned enterprises.Even compared with some advanced overseas enterprises and leading domestic private enterprises,they have fallen behind many times.Therefore,in light of this situation,they closely integrate with the new situation of China's economic development.Breaking through the obstruction of the old and backward performance appraisal management concepts and models of state-owned enterprises,and establishing an advanced,scientific and perfect performance appraisal system for state-owned enterprises,so as to be able to adapt to the development needs of the current new economic situation.By constructing an advanced,scientific and perfect performance appraisal system for state-owned enterprises,it can help state-owned enterprise managers to better manage their enterprises,which can effectively reduce the development cost of enterprises,improve the quality of development,and increase the efficiency of development.It can further encourage employees of state-owned enterprises to better Realize the protection and appreciation of state-owned assets.Therefore,whether the performance appraisal system is reasonable or not directly affects the work efficiency and enthusiasm of the employees,and indirectly affects the survival and development of state-owned enterprises.Therefore,state-owned enterprises must,under the background of a comprehensive understanding of the new situation of economic development,combine the characteristics of their own enterprise development,and build a new and effective performance appraisal system to promote the development of high-quality,high-speed state-owned enterprises.This paper establishes a performance appraisal system based on BSC,and takes J Province Nonferrous Construction Group as an example to study its performance appraisal system.First,analyze the opportunities and challenges faced by the Group,and have the advantages and disadvantages to determine the Group's strategic objectives.Secondly,analyze the current performance appraisal status of the Group.The performance appraisal system takes into account the classification and assessment of state-owned enterprises and divides the group into business.The second type ofinterval,followed by the construction of the new performance appraisal system of J Province Nonferrous Construction Group,and then determine the strategic objectives,design the indicators of the new performance appraisal system,from the financial dimension,customer dimension,internal process dimension,learning and growth dimension,social responsibility dimension Five dimensions design indicators,net asset ratio,asset-liability ratio,main business income,EVA,accounts receivable turnover rate;customer satisfaction,market share,new development customer growth rate,old customer retention rate,overseas camp Collection ratio;safety productivity,quality qualification rate,project schedule error rate;employee training rate,corporate culture propaganda times,technological breakthroughs,information construction capacity;construction waste amount per 100 million yuan income,income per 100 million yuan of income The growth rate of tax payment and the proportion of major government livelihood projects to all projects.At the same time,AHP is also used to set the weight of the indicator.Finally,on the basis of the establishment of the new evaluation index system,it points out the matters that need to be paid attention to during the actual operation of the follow-up performance appraisal.
