The establishment of the system of identifying and elimination hidden risks can help enterprises to eliminate hidden risks,improve enterprise accident prevention capabilities,ameliorate the safety of production environment,enhance the level of essential security.Develop research on the performance appraisal of investigation and elimination of hidden risks,constructing the scientific and reasonable performance evaluation model of the enterprise's system of identifying and elimination hidden risks,comprehensively reflecting comprehensive reflection the current situation and deficiency of the identifying and elimination hidden risks system of enterprise,all above can further improve the system of identifying and elimination hidden risks and provide scientific guidance for enterprises.Based on the introduction of balanced scorecard to feasibility analysis of investigation and elimination of hidden risks,according to the characteristics of the system of identifying and elimination hidden risks,this paper analyzes the basic framework of the balanced scorecard from the three levels of finance,internal process,learning and growth,then analyzes the mission and strategic vision of the system of identifying and elimination hidden risks.Drawing up and decomposing the long-term development strategy of the identifying and elimination of hidden risks by SWOT analysis,then obtained the strategic objectives of each level,and the key indexes are obtained at all levels.Connected these key indicators by the causal line,so as to get the strategy map of the system of identifying and elimination hidden risks.According to the system of identifying and elimination hidden risks strategic map,determined the indicators of identifying and elimination hidden risks system balanced scorecard at all levels,at the same time,explained the meaning and function of each indicator.The fuzzy membership degree method was used to filter the indicators,and the performance evaluation model of the system of identifying and elimination hidden risks was constructed.The analytic hierarchy process was applied to determine the weight value of eachindex.Designed the identifying and elimination hidden risks performance evaluation grade standard and evaluation index scoring standard.The evaluation index was divided into two kinds(qualitative and quantitative).The information reporting system was served the relevant data to calculate the quantitative index.The qualitative index was indirectly transformed into quantitative index by questionnaire to obtain the qualitative index score.The comprehensive evaluation of the system of identifying and elimination of hidden risks was carried out by using multi-index comprehensive evaluation method.Then analyzed Y company with the construction of evaluation system.The evaluation results shown that Y's current hidden trouble management system was running well,but the learning and growth level score was relatively poor,the effect of enterprise safety training was unsatisfactory,the employee's safety consciousness was weak the participate rate of staff in the risk investigation was low,and some shortcomings still existed in the hidden risk reporting system.In view of the above problems,this paper put forward some measures,including bring the investigation and management of hidden trouble into individual performance appraisal,ameliorate the management system of hidden trouble,modify the training mode of safety education and strengthen the construction of safety culture,so as to improve the operation effect of the system of identifying and elimination of hidden risks.
