Research On Problems And Countermeasures Of Government Governance Mechanism In Poyang Lake Ecology Of Jiangxi

Since the reform and opening up,under the guidance of a series of development policies of the Party and the state,the industrialization and urbanization of our country have been continuously promoted,the economy of the Poyang Lake Basin has developed rapidly,and the living standards of the residents in the Poyang Lake Basin have been continuously improved.However,the pollution of water,air and soil in Poyang Lake basin has broken the harmony between man and nature,affected the health of people and restricted the sustainable development of social economy.This paper makes a careful analysis of the problems existing in the governance of Poyang Lake from the point of view of ecological environment management of lakes.This paper summarizes the experiences of the management of the Lake Biwa and the Rhine in Japan,the Taihu and the Liuqing River in China,and provides some reference for the management of Poyang Lake.Then,this article establishes the social environmental protection consciousness,establishes the consummation Poyang Lake area ecological environment management intergovernmental coordination mechanism construction,The corresponding countermeasures and suggestions are put forward in three aspects: perfecting the performance evaluation mechanism of ecological environment governance in Poyang Lake region and establishing and perfecting the guarantee mechanism of ecological environment governance mechanism.At the level of intergovernmental cooperative mechanism construction of environmental governance,we should construct information sharing mechanism,interest integration mechanism and intergovernmental contact mechanism of ecological environmental governance.At the level of performance evaluation mechanism construction,we should make clear the main body of ecological environment evaluation,construct multiple evaluation system,and strengthen the application of evaluation results.From the aspect of the protection mechanism of environmental governance,we should strengthen the construction of human resources guarantee mechanism and perfect the participation mechanism of multiple subjects in the ecological environment governance of the lake region.
