The complete logic of this article is a market system which already saves, as a result of its itself blindness, as well as Coase's method itself flaw, it initiated or already intensified the environment resources'destruction.This needed the government control ,but in the actual operation ,because of the local government 's self-interest as well as the low drive factor which caused the low efficiency, in the reality it often displayed that the role and the goal dislocated, and the flaw of the present system ,so the effect also not to be obvious. So this article wants to seek breach in the concrete governance measure, seeks the third path which can unify two superiority. This article take three difficult problems which needs to solve by the collective action theory namely (1) the new system supplies (2) the credible pledge (3) the mutual surveillance as the bare bone;take the 8 principles of independent governance in Long-standing common-pool resources which summarized by Elinor Ostrom as the concrete measure;take governance theory as government's localization and unifies the reality of China (take the pollution governance of Taihu lake for example) to carry on the system design, finally I also has carried on some macroscopic ponders to the environment resources'effective governance. The goal of this article is studies the solution that we unable to change the big system background with from and the destructive force. To turn the region competitor which include the government to the collaborator through the system design to achieve the goal which protecting the environment resources.
