As an indispensable material carrier,land is responsible for the activities of urban construction and development.With the rapid development of urbanization and the rapid development of economy and society,it has led to a series of problems,such as the decrease of the quality of the ecological environment and land quality degradation,low land utilization,land use system health is deteriorating.Studies have shown that the land use is closely related to carbon emissions,in the past,"high energy consumption,high pollution,high emissions," the economic development model will threaten the health of land use system.Urumqi as the capital of Xinjiang,and an important node in the core area of "The Belt and Road" initiative,in recent years,the city’s economic level and population growth rapidly,it leads to the land use structure and scale change significantly,and then it will affect the health status of land use system in Urumqi.Considering the influence of the resources,environment,human activities,social economy and other factors on the land use system in the study area 18 indexes were selected from the three aspects of the land use system pressure,status and response in Urumqi to construct the evaluation system.Using expert scoring method and entropy weight method to determine weights,and using the comprehensive index method to evaluate the health status of land use system in Urumqi.Then the obstacle degree model is used to diagnose the factors that influence the benign development of land use system.The results show that:①From the overall trend,the health level of land use system in Urumqi showed an upward trend during 2005 to 2014,the evaluation value increased from 0.390 in 2004 to 0.605 in 2014,it has experienced the development process of "unhealthy,critical state,sub health".②The sorting of obstacle factors of each criterion layer is system state>system response>system pressure.The main obstacle of factor layer is the level of economic development level and land use status quo.The main obstacle of indicator layer is investment in fixed in per square of land,construction land area per capita energy consumption per unit GDP and carbon emission in per square of land,the other indicators of obstacle degree changed differently in different years.Finally,based on the analysis of the evaluation and the diagnosis results,we put forward some substantive countermeasures and suggestions,in order to optimize the urban land use structure in Urumqi,improve the efficiency of urban land use,development of low-carbon economy,and promoting the healthy development of urban land use system to provide the reference.
