Evaluation On The Effect Of Environmental Management And Analysis Of Its Influencing Factors In Rural China

The issue of environmental pollution has always been one of the most concerned issues by countries in the world which it concerns the people's livelihood.Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China,the country's total economic output ranks among the top in the world,but the pollution problems it brings are still severe,especially the problem of rural environmental pollution.Under the concept of advocating the harmonious development of man and nature today,research on rural environmental governance issues has become a hot issue and the focus of the government.In view of this situation,this article draws on previous research,and evaluates the efficiency of rural environmental pollution control in all provinces and cities in China and analyzes the influencing factors,then puts forward relevant policy proposals.First,we selected data on rural environmental governance in 29 provinces and cities except for Shanghai and Tibet from 2006 to 2014,using the Super-SBM with undesired output in DEA(Data Envelopment Analysis)calculating the efficiency.Through calculations,it is found that if each year is separated,except for Liaoning Province,the efficiency value of most provinces and cities is valid in each year;from the perspective of provinces and cities themselves,the efficiency value of rural environmental pollution control in 13 provinces and cities as a whole has steadily declined during the period from 2006 to 2014,and efficiency value of the remaining provinces and cities has been fluctuating during 9 years;judging from the average level of efficiency,the country's governance efficiency value generally shows a trend of rising first and then decreasing;from a regional point of view,although the efficiency value of western region has large fluctuations,it still leads the rest of the other region,and that of northeast and east regions has been fluctuating,while the efficiency value of central region has remained stable.Besides,the Malmquist-Luenberger(ML)index is applied to evaluate the dynamic efficiency of rural environmental pollution control.Through calculations,it is found that when estimating the ML value,there are no provinces or cities whose ML value is higher than 1 in each year from the perspective of each year;in the city's view,the index of most provinces and cities has considerable fluctuations;when it comes to the average of efficiency value,the average ML value of 11 provinces and cities is less than 1,while the index of the remaining provinces and cities fluctuates slightly between 2006 and 2014;in terms of regions,the index of various regions is fluctuating,but that of the eastern region takes the lead,and the index of western and central regions has the same fluctuations during the second half of time,furthermore,the ML index of the northeast keeps small fluctuations at low levels.When the ML value is decomposed into values of MLTC and MLEC,it is found that except for Qinghai Province,the MLTC value of all provinces and cities is higher than 1;the national average of MLTC value is higher than 1;when it comes to MLEC value,it is found that MLEC value is lower than 1 in each year;from a whole point of view,the national MLEC value fluctuates constantly and is less than 1 most of the time.In addition,we use panel Tobit model to analyze the influencing factors of dynamic management efficiency.Through analysis,it is found that technological progress,population density and government systems have no significant effect on dynamic governance efficiency;economic scale has a significant positive impact on dynamic governance efficiency,and urbanization level and industrial structure have a significant negative impact on dynamic efficiency.Finally,based on the results of the calculations,we believe that in order to improve the efficiency of environmental pollution control in rural areas,we should pay attention to the pollution of the process of urbanization and industrial structure and raise the income of rural residents while cultivating their own environmental awareness.
