The importance of cultivated land protection of the ecological environment is decided by the basic conditions of the scarcity of arable land.Under the interwind multiple pressure of the population,resource utilization,ecological balance and the contradiction of the development and the economic and social stability and sustainable development of the new normal,China 's process of intensive agriculture,mechanization and intelligent development is accelerating.The increasing quantity of Chemical fertilizer,pesticide input and the application of intensity increasing,caused the intensification of the contradictions in the supply and demand of soil,the destruction of the ecological environment,development and utilization of excessive phenomenon,directly arise the farmland non-point source pollution more serious.Even in the future,the trend of the development will be more worse.The central document focus on agricultural food safety in the first place for 14 years.With particular emphasis on the quantity and quality of cultivated land resources and ecological protection of the "three-in-one",especially strengthening the non-point source pollution prevention and control efforts and the implementation of zero growth of chemical fertilizer and pesticide action.To speed up the agricultural supply side structural reform,the transformation of agricultural development mode,analyze and evaluate the ecological risk of farmland non-point source pollution and make the "new development concept of innovation,harmony,green,open and sharing the implementation of the new modern agriculture and forming the effective utilization of agricultural resources,green agricultural ecological balance,safety products system.Studying of negative externality theory,public goods theory and environmental risk management based on the theory basis of sequential monitoring data in the field survey,the state of Changji over the years and the panel data of cultivated land in Xinjiang,Changji as the study area of cultivated land object,through the investigation and Analysis on the number of Xinjiang Changji farmland non-point source pollution of chemical fertilizer,pesticides,other risk sources and distribution,to determine the relationship between pollution sources and cultivated land,determine the differential degree of impact assessment of regional land resources produced space current pollution levels.The thesis also through a series of relevant data basis on the ecological risk which caused by Changji farmland non-point source pollution by qualitative analysis and quantitative analysis,grasp the differences and change trend and the degree of effect of different counties in Changji state of farmland non-point source pollution,the problem of difference analysis in different areas of farmland non-point source pollution has the deeply effect behind the results of preliminary construction factors,prevention and control the farmland non-point source pollution source prevention and control system,specific countermeasures and suggestions to put forward some prevention and the land pollution.The efficient planting cycle has important practical significance for Changji's green land sustainable development.The results are as follow:First,Xinjiang Changji farmland non-point source pollution is caused by chemical fertilizers,pesticides and sources of risk quantity,distribution,degree of influence and status in the 2004-2014 is different;Second,By the pincipal component cluster set pair model construction and empirical analysis of farming pollution ecological risk evaluation index system of the ground source,we can say that the level of risk factors which influence Xinjiang Changji farmland non-point source pollution has obviously regional difference in the space;Third,according to the relative level of risk analysis results,for the state of Changji county farmland non-point source pollution ecological risk prevention and control system,including the establishment of continuous vertical rigid control policy,the whole process of flexible parallel to guide the public to actively participate in supervision measures,comprehensive prevention and control system,arranged in a crisscross pattern.Finally,on the basis of the research,the author puts forward ten specific measures from the perspective of the macro government system and the microscopic implementation,providing the reference to the relevant departments of environmental protection,development,agriculture,water conservancy and other relevant departments.
