Research On Interdepartmental Environmental Governance Of Local Government From The Perspective Of Synergy

In exploring the way forward,due to the lack of ecological priority,green development concept,the people's production and life has a great impact on the ecological environment issues.These issues are gradually becoming a difficult problem of local government governance,relying solely on the traditional administrative region as the boundary of the management of the increasingly stretched way.After the 18 years of the party,the CPC Central Committee,with Comrade Xi Jinping as the core,has continuously innovated and perfected the ideological concept of protecting the ecological environment,formed Xi Jinping's ecological civilization thought,and the work of ecological environmental protection has been placed in the prominent position of the party and state work in the new era.Regional cooperative development and inter-provincial cooperation are the major trends in promoting regional development in China in the future,and higher requirements are put forward for the cross-departmental coordination of local governments.The theory of collaborative governance provides an ideal mode of government governance and operation,and the use of cross-departmental environmental collaborative governance mechanism is conducive to strengthening the speed,reliability and validity of ecological environment management,and the construction of cross-departmental cooperative governance mechanism by local governments will become the realization of high quality development of local governments and the breaking of local government "fragmentation" a landmark new initiative in the management model.Based on the theory of collaborative governance,this paper examines the cross-departmental environmental governance of local governments,and focuses on how to construct a cross-departmental environmental synergy governance mechanism in China under the background of the new era.The main body of the article mainly includes the following: The first part is the introduction,mainly introduces the research background and research significance,domestic and foreign research status,research methods and theoretical tools,research ideas and innovation points;thesecond part is the theoretical basis of local government cross-departmental environmental collaborative governance,focusing on the related concepts of environmental collaborative governance and the analysis of its inherent needs;the third part points out the current situation of cross-departmental environmental governance of local government in China,and Part IV aims at the dilemma of cross-departmental environmental coordination management of local government in China and analyzes the reasons;the fifth part puts forward the path choice of cross-departmental environmental collaborative governance of local governments in China.It should focus on four aspects: improving the mechanism of cross-departmental collaborative governance of local governments,improving the mechanism of cross-departmental decision-making and implementation of local governments,and strengthening the mechanism of cross-departmental security of local governments;the sixth part is the conclusion.,according to the reality of China's development,this paper puts forward some inspirations of the theory of collaborative governance for the cross-departmental environmental collaborative governance of local governments in China.
