Study On The Red Line For Wetland Ecological Protection In Anhui Province

Ecological red line is the "bottom line" of the national or regional ecological safety and the "base line" of the import.ant species for its survi'val and development.In recent years,with the rapid development of economy and society in Anhui Province,reclamation of wetlands is quite common,resulting in the loss of the structure and fun ction of aquatic ecosystem,and descending of biodiversity.The area of wetland in Anhui Province is large and it faces huge stress,so effective protection is urgently needed.The effective way for wetland conservation is to define the red line for wetland ecological system and carried out strict protection.In this paper,based on the analysis of the characteristics and significance of wetland ecological environment in Anhui Province,we constructed the index system of the red line of wetland conservation in Anhui Province from the importa nce of ecological function and the sensitivity of wetland environment.The index weight was determined by analytic hierarchy process.We obtained the comprehensive index of each evaluation unit and determined the red line area of wetland conservation.Finally,the wetland of Anhui Province was classified as three types of red line.The main results are as follows:1.The index system for red line area of wetland conservation in Anhui Province includes one target layer,two system layers which includes the importance of ecological function and the sensitivity of wetland,nine factor layers,18 index layers.The importance of ecological function contains three factor layers,which are biodiversity conservation,flood regulation and ecosystem products,and 12 index layers.The sensitivity of wetland contains three factor layers,which are landscape sensitivity,the sensitivity of water environment and bio-environmental sensitivity,and six index layers,.The maximum index weight of system layer is the importance of ecological function which is 0.8750,the maximum index weight of the importance of ecological function which is 0.4806,and the minimum index weight is the ecosystem products which is 0.1140.The minimum index weight is sensitivity of wetland which is 0.6923,and the minimum index weight is the sensitivity of water environment which is 0.0769.The maximum synthetic weight is flood regulation is 0.3104,and the minimum synthetic weight is scientific research which is 0.0046.2.The ecological function importance evaluation score of wetlands in Anhui Province ranges from 0.8751 to 5.5461,first five highest scores are Tonglin Dolphin Reserve(5.4727),Shengjin Lake(5.4575),Chao Hu(5.4267),Caizi Lake(5.3495),Xizi Lake(5.2227),mainly distributed in the Yangtze River basin.The wetland environmental sensitivity score of Anhui Province ranges from 0.1465 to 0.8479,first five highest scores are Chinese Alligator Nature Reserve(0.8349)?Digou(0.8119),Taiping Lake(0.7591),Sanchahe(0.7211),Hengjiang(0.7211),Pihe(0.7211),many are river wetlands that are seriously polluted by the industrial and agricultural sources in the road,and irregular scattered in regions of the province.3.The comprehensive evaluation index for the wetland conservation in Anhui Province is between 1.0552?6.1384,divided into three fractional segments by natural fracture method that is 1.0552?2.7541,2.7542?4.4529 and 4.4530?6.1384.Based on this division three types of red line areas,that is type I,type ? and type ? for wetland conservation were defined.Type I red line area is about 50.5300 million hectares,which is mainly distributed in Huaihe,the Yangtze River and the drainage area of the two rivers.Type II red area is about 22.0200 million hectares,an important wetland including the Nanyi Lake,Huangpi Lake etc.Type ? red line area is about 31.6300 million hectares,accounting for the total area of wetland in the study area of 48.50%,21.14%,30.36%.Type I red line areas including mostly natural protection sites with biodiversity conservation or wetland ecosystems as the main protection targets should be subject to the most stringent control measures.Although mostly of type ? red line areas has not been established nature reserves,the particularity of its environment plays an important role in the ecological function zoning of Anhui Province,the environmental development task is mainly protection and restoration.In type III red line areas,most of the wetlands are subject to serious external disturbances such as sewage,with low biodiversity,unstable ecosystems,and should be develop under guidance in the future.
