Research On The Establishment Of Index System Of The Management And Control Of Ecological Red Line Area In Anhui Province

Strengthening the management and control of the ecological red line is the basis for the coordinated development of economic society and the integration of urban and rural areas.For the past few years,an increasing number of ecological environment problems have been triggered with the continuous development of economic society and the accelerating process of urban-rural integration,Strengthening environmental protection in various regions.so the Ministry of Environmental Protection put forward the concept of ecological red line in order to be able to better solve ecological environment problems existing in the development.Ecological red line,whose introduction is of epoch-making significance,is rose to national strategy as a lifeline ensuring national and regional ecological security.Delimiting and controlling ecological red line area is an important means currently to promote the coordination and unity of national or regional economic,social and ecological benefits.At present,the research on the management and control of ecological red line area is a newly emerging thing and still at a primary stage in our country.Although there are some domestic experts and scholars exploring and studying in relevant field of ecological red line,most of them stay in the delimitation of ecological red line and the improvement of institutional system,few conducting a research to build the index system of the management and control of ecological red line area.On the basis of summarizing the domestic existing researches,this paper came up with 28 evaluation indexes,and then in combination with the specific situation in Anhui Province,through interviews and investigation,Delphi Method was used for further screening of these indexes.Finally 24 evaluation indexes from three aspects of economic,ecological and social benefits were chosen to jointly build an index system of the management and control of ecological red line area in Anhui Province.Moreover,Analytic Hierarchy Process(AHP)was used to respectively determine the weight of each index in the target layer and index layer.After all weights were ascertained,it was found that the weight of ecological index was particularly important in the criterion layer.On this basis,as well taking Hefei for an example to make an empirical study,this paper chose a method of standardizing the standard bits to carry through standardized processing towards actual value of each index of the management and control of ecological red line area in Hefei City,and finally adopted a comprehensive evaluation mathematics model of multi-objective linear weighted summation to comparatively analyze comprehensive andsub-system benefit respectively before and after the management and control of ecological red line area in Hefei City.In addition,some key factors and suggestions concerning the management and control in the future were put forward according to the results of comparative analysis.
