Research On Model Construction And Responsibility Optimization Strategy Of New "Enterprise Security Management Organization Structure"

The accident must be accompanied by the personnel dereliction.With the occurrence of many serious accidents in recent years,the dereliction has become more and more concerned.Thus,the responsibility system for the safety of all employees is imperative.Combined with PDCA theory,the whole process of implementing the safety production responsibility system of all employees is analyzed.In addition,combined with the characteristics of small and medium-sized open-pit mines,the safety management organization structure,responsibility system formulation and responsibility system assessment in the process of implementing the safety production responsibility system for all employees are researched systematically.Through literature research,field research on the status quo of small and medium-sized open-pit mine safety management organization structure,the status quo of responsibility system,and the status quo of responsibility system assessment.Combining with system theory,this paper analyses the problems of safety management organizational structure in four aspects: integrity,openness,dynamics and purpose.It optimizes and constructs a new safety management organizational structure model from two aspects: elements and internal mechanism.The orderly evaluation found that the new structural model has a good order,which is conducive to the implementation of the responsibility system.In view of the five problems in the formulation of the accountability system,the whole process of the formulation of the responsibility system was optimized,and 31 laws and regulations and 407 provisions for the formulation of the responsibility system for small and medium-sized open pit mines were clarified.In view of the unclear division of the responsibility system,taking the undivided unit safety responsibility in laws and regulations as the object,the responsibility matrix is used to divide the responsibility,and the unit safety responsibility matrix stipulated by laws and regulations is constructed.In view of the problems existing in the assessment of responsibility system,countermeasures were proposed from four aspects: evaluation index system,evaluation team construction,internal and external supervision,and application of evaluation results.Based on the risk matrix method,a post risk grading model was constructed to facilitate the implementation of the grading assessment of the post responsibility system.Combined with the two-dimensional code technology,the application research of the implementation of the responsibility system was applied to a mining company in Sichuan Province.Through the optimization study of the three key links,it can be beneficial to the implementation of the responsibility system to a certain extent.
