In order to solve the problem of poor collaboration among various departments in the process of performing safety responsibilities in small and medium-sized open pit mines,this paper introduces the symbiosis theory,which aims to reveal the inner synergistic mechanism,and researches the symbiosis mechanism and optimization strategies for performing safety responsibilities in small and medium-sized open pit mines from three aspects: theoretical construction of the symbiosis system for performing responsibilities,macro-organization and micro-interaction mechanism in the control of the process of performing responsibilities,with a view to optimizing the effect of performing responsibilities and The study aims at optimizing the effect of responsibility implementation and promoting the implementation of production safety responsibility system.The specific research contents and results are as follows:(1)Theoretical model construction and evolutionary path analysis of safety symbiosis system.The theoretical model of "safety symbiosis system" was constructed based on the elements of standardized production safety management in open pit mines,including the symbiosis unit,symbiosis mode,symbiosis environment and symbiosis interface.On this basis,we analyzed the characterization factors of symbiosis,combined with the Lotka-Volterra model to build a symbiotic evolution model,and revealed that the evolution path of the symbiotic system is: "unstable symbiosis zone-strong biased symbiosis zone-weak biased symbiosis zone-weak mutually beneficial symbiosis zone-strong mutually beneficial symbiosis zone".(2)Symbiotic optimization analysis and effect evaluation of the organizational structure of safety management of performance responsibility.Firstly,the problems of four typical safety management organization structures are analyzed from the perspective of symbiosis.Secondly,the optimization is carried out from the perspective of enhancing symbiosis and combining the four components of safety management organizational structure,namely,optimizing the organizational framework,management level,coordination mechanism,department and position settings so as to stabilize the symbiosis interface,shorten the symbiosis path,enhance the symbiosis degree and optimize the symbiosis unit.Finally,the efficiency evaluation model was constructed by combining the orderliness and flexibility to evaluate the information transfer efficiency and flexibility of the security management organization structure model before and after optimization,and the evaluation results showed that the minimum growth rate of the comprehensive efficiency of the security management organization structure model after symbiosis optimization was 27.3%.(3)The symbiotic mechanism construction and optimization strategy analysis of the responsibility-performing departments.Firstly,based on the influencing factors of symbiotic evolution,the symbiotic strategy of responsibility-compliant departments is constructed,including five levels: optimizing symbiotic units,activating symbiotic interfaces,enhancing symbiotic roles,stimulating positive symbiotic environment,and improving symbiosis.Secondly,the symbiotic mechanism of responsibility-compliant departments is analyzed by using the "functional resonance analysis of group interaction function" with two management elements,namely education and training and safety input.Finally,based on the mapping of the factors influencing the symbiotic evolution in the safety performance management system and measures,22 optimization measures are proposed,such as "supervising the prior division of labor in training activities" and "setting up technical seminars within the finance department,equipment department,general department and production department to increase the common progress of resources and technology",so as to promote the symbiotic system of safety performance to evolve into an optimal and mutually beneficial symbiosis.
