In the construction of eco-civilization in Beijing,Tianjin and Hebei,the relationship of regional ecological dependence is gradually highlighted,and building a regional eco-compensation mechanism is particularly important.Quantifying the total value of ecological compensation has become the technical problems and key contents of regional eco-compensation.The identification of stakeholders'boundary of regional eco-compensation is the basic premise for the implementation of the cross-regional ecological compensation mechanism in Beijing,Tianjin and Hebei.Based on a large number of remote sensing monitoring data,statistical data and documentary data,the quantitative problem of the total value of regional eco-compensation was deeply studied by using the dynamic evaluation method of equivalent factor per unit area and the difference analysis method,which could provide decision-making reference for establishing a regional eco-compensation system in Beijing,Tianjin and Hebei,as well as providing methodological support for the construction of coordinated development of ecological civilization in Beijing,Tianjin and Hebei.Firstly,on the basis of summarizing the construction and development status of the regional eco-compensation system in Beijing,Tianjin and Hebei,this study analyzed the current difficulties and solutions to establish and improve the regional eco-compensation system.Secondly,based on the value equivalents,spatiotemporal regulating factor and unit area values of 11 service functions under six ecosystems,the ecological assets in different counties are estimated.The spatial-temporal evolution trend and distribution characteristics of the ecological assets in Beijing-Tianjin-Hebei region are obtained,which provides a basis for the construction of regional total ecological compensation quantification method.Once more,this paper built a quantitative model for total ecological compensation based on ecological assets and county-level economic development.Then,the spatiotemporal distribution characteristics of the total ecological compensation in the region are obtained from 2000 to 2015,the boundaries of ecological surplus and deficit areas are identified,and the priority of ecological compensation is determined.The results of study show that:(1)The region's annual average ecological assets reached 1,582.68 billion yuan;in terms of annual total compensation,Hebei ranked first,followed by Beijing and Tianjin;and in terms of ecological assets per unit area,Beijing ranked first,Tianjin second and Hebei last.The ecological environmental protection of Beijing,Tianjin and Hebei should gather the resources and technological advantages of each region to form complementary advantages.(2)Among ecosystem services,hydrological regulation and climate regulation had the highest annual average value and contributed most to the increase in ecological assets.In 2015,the contribution of water and soil conservation to the total ecological assets decreased to-5.95%,showing the degradation of the function played by the ecosystem.This indicates that the next step in determining the direction of ecological compensation should focus on improving soil and water conservation.(3)The ecological surplus of the region in 2000,2005,2010 and 2015 were 388.98 billion yuan,879.08 billion yuan,1,443.17 billion yuan and 3,394.37 billion yuan respectively,basically offsetting the ecological deficit of each corresponding period.As the urgency of obtaining ecological compensation has been raised,the cross-regional ecological compensation policy should be promulgated as soon as possible.(4)The ecological surplus and deficit areas showed a great fluctuation in different time periods.With widened time span,it is noticeable that the deficit areas converged to the central and eastern areas.We are required to guide population dispersal by decentralizing public resources such as education,transportation and medical care in central urban areas.By doing so,it aims to weaken the agglomeration effect of deficit areas and finally achieve the ecological synergy of the region.The last,by breaking the obstacles of administrative divisions and coordinating the spatial layout of ecological resources on a county basis,the Beijing-Tianjin-Hebei ecological compensation fund should be established and the Beijing-Tianjin-Hebei ecological compensation committee should be set up,whose members are composed of representatives from each county level.The committee operates independently and coordinates the allocation of ecological compensation funds which is directly managed by the central government and innovate the ecological compensation system based on the perspective of Beijing-Tianjin-Hebei coordinated development.It is suggested that the pilot projects of trans-regional ecological compensation trade be explored by stages and a dynamic evaluation system of the total value of regional eco-compensation be established.At the same time,public awareness of ecological environmental protection and compensation participation should be raised to form a multi-subject cooperative governance mechanism of regional ecological compensation.From in-depth research of the difficult problems in the construction of regional ecological compensation system,a quantifiable and operational method support is proposed,and the interest relationship of regional administrative bodies in regional eco-compensation is clarified.It enriches the related research on the quantitative method of regional eco-compensation in the existing literature for the construction of Beijing-Tianjin-Hebei ecological regional compensation system and the introduction of policies.At the same time,the complex data such as remote sensing images are processed,analyzed and mapped with the help of GIS technology,which shows the spatial and temporal distribution of research results intuitively.It embodies the scientific nature of research methods,and also makes research conclusions more quantitative and operable.
