Since the 1980s,China’s economy has taken off rapidly,realizing"China’s development miracles"one after another,and the level of industrialization has also reached the forefront of the world.However,over the years,the"extensive"economic development model with efficiency priority has greatly damaged the ecological environment,resulting in a serious decline in China’s environmental quality,and the situation of air pollution is not optimistic.The Beijing-Tianjin-Hebei region has been the hardest hit area of air pollution due to its dense industry,large population,special geographical location and meteorological conditions.Since 2012,the Beijing-Tianjin-Hebei have formed a strict collaborative governance system from top to bottom.Now,the collaborative governance policy of air pollution in the Beijing-Tianjin-Hebei has achieved good results on the whole,but it also faces greater challenges.Based on the current situation of air pollution in the Beijing-Tianjin-Hebei,this paper constructs a synthetic control model using the panel data of PM2.5average concentration in233 prefecture level cities from 2003 to 2018,with economic development level,industrial structure,population density,average air pressure,average temperature,average relative humidity,average water drop,average wind speed per second and average sunshine duration as covariates,This paper evaluates the policy effect of the Beijing-Tianjin-Hebei coordinated air pollution control policy on the air pollution control in Beijing-Tianjin-Hebei region,and uses the placebo test to test the evaluation results.The evaluation results show that the effect of the Beijing-Tianjin-Hebei coordinated air pollution control policy has significant heterogeneity.Among them,the synergistic effect of air pollution control in Beijing and Zhangjiakou has a time lag;The collaborative control of air pollution in Chengde,Qinhuangdao,Langfang and Tangshan has a significant positive effect;The coordinated control of air pollution in Handan,Shijiazhuang,Xingtai,Baoding,Cangzhou and Hengshui has a certain inhibitory effect.On the basis of the above research,based on the panel data of 13 cities in the Beijing-Tianjin-Hebei from 2013 to 2018,a static panel model is constructed with policy processing effect as the explanatory variable and local government environmental governance capacity,human capital stock,industrial structure upgrading,scientific and technological innovation capacity and population density as the explanatory variables,The results show that the differences in environmental governance capacity,human capital stock and population density of local governments are the main reasons for the heterogeneity of air pollution collaborative governance policy effects in the Beijing-Tianjin-Hebei.
