Research On Evaluation Index System Of Ecological Civilization Construction Based On Solving Regional Difference

The evaluation of ecological civilization needs to face up to the contradiction between the difference of evaluation basis and the rigid requirements of indicators in different evaluation areas.The overall method and indicator setting of the evaluation cannot be deviated from the local reality,otherwise it will result in deviation of results and wrong policy orientation.This paper starts with the evaluation object,integrates four types of zoning methods,comparative analysis of the feasibility of the zoning evaluation,and explores whether the zoning evaluation can solve the problem.Finally,it is concluded that the non-one-size-fits-all zoning evaluation method has insurmountable defects and is not applicable to solve the problem of regional differences in the evaluation process.The article starts from the index itself,extracts the key factor that causes the change of civilization-ecological productivity,and uses the theoretical viewpoint of "one body and two uses" to index the ecological productivity to measure the ecological civilization level of the region.Ecological civilization is a subdivision of the stage of human civilization in the material production layer,emphasizing the relationship between man and nature.For any region,the development of civilization has a linear historical law.The change in the civilized period should be a qualitative change caused by some major factors,not a insignificance of social life.Ecological productivity has the effect of destroying industrial civilization and promoting ecological civilization.Compared with other stages of civilizations,the productivity content of ecological civilization has expanded.It includes two parts,one is higher productivity and the other is that the mode of production is greener,the ecological public goods provided are more real.Constructing a general indicator system based on ecological productivity can effectively reduce the impact of evaluation basis differences on indicators,and highlight the core parameters and common problems in the development of ecological civilization.At the end of the article,based on the data of 2017,the two types of indicators,resource input and environmental output,were used to demonstrate Beijing as an example,and puts forward the concepts of core indicators and appearance indicators,emphasizing more evaluation autonomy for the region.
