Empirical Research On Building The Index System Of Ecological Civilization Demonstration Zone

The construction of ecological civilization as a separate chapter was discussed by the 18 th National Congress of the Communist Party of China.The report putted forword that the ecological civilization construction should be placed at the height of the overall layout of the socialist modernization construction,and a comprehensive strategic deployment was made to promote the ecological civilization construction.Demonstration area of ecological civilization is an important carrier of ecological civilization construction.Some research of ecological civilization city constructionwas developed at home and abroad,while many construction of cities were piloted,moreover a lot of useful experience was accumulated.(1)In this study,the connotation of ecological civilization demonstration area,the basic principles and construction goal were expounded.The environmental capacity,Sustainable development,Urban ecology,Circular economy,such as theoretical basis was also introduced.Based on "social-economic-natural" ecosystem theory,the application of analytical methods to identify the environmental factors was explored,including the evaluation index system of ecological civilization construction.(2)The construction of Xiang'an District of Xiamen City of ecological civilization demonstration area was considered as an typical example.Based on the evaluation results of various environmental factors and the relevant requirements of national ecological civilization demonstration zones,we screened and established 29 assessment indicators of four categories,which included ecological space and ecological economy,pollution control and ecological environment,ecological systems and ecological culture,eco-living and others.Which did not meet the nine,two indicators are not statistics.Through statistical analysis,the indicator system had the applicability and accessibility.(3)Through accessibility analysis of the index system,in view of the problems of environmental factors in the study area,we proposed countermeasures on the planning of ecological civilization demonstration area,which contained that the land space layout optimization,energy conservation and utilization of resources,improvement of environment quality and the development of ecological and cultural industries,including a provision of key projects.Through empirical research,this method of the evaluation index system building was operable and had significance to guide the planning and construction of ecological civilization demonstration area.
