Study On Dynamic Income Distribution Of Sewage Treatment PPP Project

In recent years,under the support and guidance of relevant national policies,the PPP model has been fully implemented in Chinese sewage treatment industry,alleviating the financial pressure of local governments to a certain extent.However,due to the characteristics of sewage treatment PPP project,such as large investment,long operation cycle and many influence factors,the failure cases are not uncommon.One of the important reasons is a lack of systematic and perfect research on the income distribution of PPP project in this field.In view of the practical application of PPP project in sewage treatment,there exists the problem of sharing benefits between the government and social capital,this paper attempts to establish a dynamic income distribution model of sewage treatment PPP project to stimulate the cooperation between the government and social capital.This study has important theoretical significant and practical value for improving the standardized operation of PPP model.Firstly,on the basis of sorting out and analyzing the relevant theories of PPP model,the research object is determined to be the problem of sewage treatment PPP income distribution with government and social capital as the core stakeholders.On the basis of considering three factors of income distribution,such as capital investment,risk sharing and PPP project contribution,through literature research,expert investigation method,game theory and analytic hierarchy process,the preliminary income distribution model of modified sewage treatment PPP project based on Shapley value method was established.Secondly,based on the satisfaction of both the government and the social capital,Nash satisfaction negotiation model is used to negotiate and adjust the initial income distribution value revised by the above Shapley value.Then,the paper tries to establish the comprehensive performance evaluation index system and contribution capacity evaluation model of sewage treatment PPP project,and uses the fuzzy comprehensive evaluation method to calculate the contribution of government and social capital in the actual project.On this basis,the stage adjustment of the income distribution weight after the adjustment of Nash satisfaction degree is determined,which can get the phrased result of swage treatment PPP project income distribution.Based on the stage comprehensive performance contribution capability evaluation system,the income distribution in different stages of the project has been dynamically adjusted until the end of the franchise period.Finally,a new PPP project in the third phase of Z municipal sewage treatment plant is selected to validate the dynamic income distribution model.Based on the dynamic income distribution model of sewage treatment PPP project established in the previous paper,the income distribution between the two partners is analyzed empirically.Finally,the phased income distribution scheme of the new PPP project in the third phase of Z municipal sewage treatment plant from 2017 to 2018 is determined.
