The large-scale equipment of coal enterprises has the characteristics of large purchase price of single-piece equipment,high maintenance cost of equipment,and great damage caused by quality problems of equipment.Therefore,the price and quality reliability of purchased equipment is an important factor to be considered in the procurement process of coal enterprises.The effective evaluation of suppliers has become a very practical research work.At the same time,the mining environment of coal enterprises is uncertain,and people's perception of program attributes has different degrees of ambiguity and uncertainty.These uncertainties make people hesitate in decision-making.In this paper,we use hesitant fuzzy sets to express fuzzy and uncertainties,and use multi-attribute group decision-making evaluation methods to analyze the choices of large equipment suppliers of coal enterprises with no subjective preferences and decision-makers with subjective preference scenarios.Among them,the decision-makers have subjective preference scenarios and respectively discuss the decision-makers to compare the alternatives results with the prospects,and the decision-makers compare the alternatives results with other program results.Firstly,this paper establishes an evaluation index system for large-scale equipment suppliers of coal enterprises,which consists of four first-level indicators of enterprise strength,price level,delivery ability and service level,and 22 secondary indicators.Secondly,under the no-preference situation,the decision-makers are designed with no subjective preference,considering the high uncertainty in the evaluation,and the evaluation method for the decision-makers in the context of the common preference of the alternative and the attribute,and the attribute weight and the expert weight are unknown.Thirdly,considering the decision-making choice of decision makers under uncertain conditions,depending on the difference between the result and the expectation rather than the result itself,the hesitant fuzzy evaluation method under the prospect theory is designed.Fourthly,the decision-makers have the regret evasiveness.According to the decision-makers' decision-making and considering the results of the selected alternatives and the possible outcomes of other alternatives,the hesitant fuzzy evaluation method under the regret theory is designed.
