Wetland ecosystems are important life support systems for the Earth, providing ecosystem services and benefits to humans. The White Paper on the Ecological Status of China's Internationally Important Wetlands, released on January 18,2019,shows that China's emphasis on the safety of wetland ecosystems has increased. In the process of utilizing and transforming wetlands, humans often only pay attention to the direct use value or market value of wetlands, but ignore the non-use value of wetland ecosystems.Quantitative research on the non-use value of wetland ecosystems has become the focus of current research, scientifically quantifying the non-use value of wetland ecosystems, and contributing to the scientific formulation and effective implementation of eco-environmental protection development policies.Contingent Valuation Method(CVM)based on the constructed hypothetical market, the respondent's willingness to pay(WTP)for environmental resources is based on WTP to assess the non-use value of environmental resources.According to Fishbine's theory, consumers' perceptions and attitudes about the environment will largely affect their WTP on environmental resources. The WTP of residents on environmental goods depends to a large extent on their awareness of the ecological environment, which in turn affects the non-use value of environmental resources. Therefore,in the process of assessing the non-use value of wetland ecosystems,it is necessary to grasp the ecological cognition of residents, and it is helpful to understand the social views of residents on the ecological environment protection of wetlands, and to reflect the sustainable development of ecology and the progress of social development level. At present, the research on residents' ecological cognition is mostly limited to static analysis, but fails to reveal its dynamic process. This paper takes the Sanjiang Plain wetland as the research object, and explores the dynamic process of residents' ecological cognition based on the perspective of time and space. It discusses the motivation and mechanism of the evolution of residents' ecological cognition from the aspects of dynamic factor analysis and spatial autocorrelation to make up the existing resident ecology. The lack of cognitive static analysis.Based on this, the WTP spatial lag model based on residents' ecological cognition is constructed, and the CVM spatial evaluation method for the non-use value of wetland ecosystem is preliminarily established. The deficiency of traditional WTP function model in spatial effect analysis is compensated. The results show that:(1)from the time perspective, the dynamic characteristics of wetland ecological function factors in residents' ecological cognition are obvious, while the wetland life trace factor and wetland understanding degree dynamic characteristics are not obvious, and it does not change with time;(2)from the space perspective, the global index value shows an upward trend, indicating that the spatial correlation of residents' ecological cognition is increasing, combined with the scatter plot,it can be seen that the ecological cognition of residents is mainly positive.Correlation, closer concentration of the Sanjiang Plain wetland is,the stronger the overall trend is;(3)constructing the WTP spatial lag model based on the residents' ecological cognition, and the wetlands of Sanjiang Plain in 2007,2011 and 2014 are obtained. The non-use value is 2.948 billion yuan/year,3.644 billion yuan/year,and 3.749 billion yuan/year;(4)compared with the traditional WTP function model, the WTP spatial lag model has a larger Log likelihood value and a smaller AIC value. It is indicated that the WTP spatial lag model is better at reflecting the relationship between resident ecological cognition and WTP from spatial scale. The conclusions of the study will provide a scientific basis for the government to formulate long-term wetland ecological protection policies, provide a technical reference for maintaining the balance between wetland economic development and conservation and repair, and quantify the value of wetland ecosystems to improve the ecological awareness of residents. The popularization and promotion of the concept of ecological value of wetlands, mobilize the enthusiasm of the public to participate in the wetland protection, and promote the sustainable development of the wetland ecological environment.
