the ways to explore the harmony between man and nature,only to achieve a real toilet revolution,can truly achieve the goal of green,low carbon,recycling sewage treatment.Toilet revolution is a specific work of rural revitalization strategy,an important carrier of civilized city creation and a significant ecologicalproject.Through strengthening and promoting the rural toilet renovation work,we can fundamentally improve the rural environment and sanitation.In general,the toilet revolution is good policy for the country and the people.Although starting from 2015,the toilet revolution has achieved some results after the national tourism administration launched a three-year campaign on tourism and toilet management nationwide.However,as the policy making power is in the superior departments,and the actual situation when the policy is really implemented varies greatly,the grassroots government still faces many challenges and problems in the process of promoting the toilet revolution.Therefore,this paper takes the toilet revolution in yitang town,hubei province as anexample to study and analyze this town before,during and after promoting the toilet revolution project.Toilet revolution,toilet reforam will,toilet reform standards were defined;Combined with the development of the toilet revolution in hubei province this round of toilet revolution process combins.Through the implementation program of the toilet revolution in yitang town,the overall goal,overall principle,system and mechanism,assessment and supervision and various guarantees in the implementation project are sorted out.This paper studies and analyzes the influencing factors of farmers'willingness to change toilets by using descriptive statistics and regression analysis method from the aspects of village cadres' propaganda,farmers'education level,the proportion of farmers' courtyard hardening and the proportion of migrant workers.From the aspects of the implementation of the village cadres,the degree of policy optimization of toilet reform,and the proportion of the hardening of farmers' courtyard,this paper USES descriptive statistics and regression analysis to explore the influencing factors of toilet improvement.Through questionnaires,household surveys and interviews,the author conducted statistical analysis on the use of toilets and satisfaction.On this basis.the benefits brought by the toilet revolution are summarized and analyzed from four aspects:health benefits,economic benefits,environmental benefits and social benefits.This paper adopts the methods of literature analysis,empirical investigation,case analysis,descriptive statistics and regression analysis to sort out the problems and main reasons in the implementation of the toilet revolution.Finally,some policy Suggestions and measures are put forward to improve the toilet revolution in the context of ecological health civilization and rural revitalization strategy.The first part of this paper is the introduction,which designs and demonstrates the whole research,and proposes the research background,research significance,research status,research objectives,proposed problems,and research design,etc.,in order to delimit the research scope,clarify the analysis ideas,and lay a logical foundation.The second part USES the literature review method to summarize the history of the toilet revolution and the current toilet revolution in hubei province.The toilet revolution has gone through four phases and is currently in the middle of its third and fourth phases.From December 4.2017,this round of toilet revolution in hubei province started from following the steps of the central government to implement the toilet revolution,to publishing the three-year action plan of "toilet revolution" in hubei province,and to carry out the first batch of toilet revolution in 20 counties and districts.YiTang a third carding toilet revolution implementation plan,induce to strictly according to the documents and policies,should be changed to the general principle,on the whole town spreading toilets,innocuity of the acceptance criteria for the overall goals,establish a good planning,publicity,acceptance,four of the management mechanism,strengthen supervision,the organization,responsibility body,funds,program on the basis of the four major security effectively promote toilet revolutionary work.The fourth part,through data analysis,studies and analyzes the status quo of "toilet revolution" in pilot town of yitang from four aspects:farmers' willingness to change toilets,the statistics of the number of households that have changed toilets,monthly progress change and the status quo analysis of toilet reform mode.Liuhe village had the lowest rate of toilet reform and hongyan village had the highest rate.By March 31,2019.the reconstruction of 3,480 households has been completed in 28 villages,with tanggang village taking the highest proportion and xinjie village the lowest.The monthly average workload of 435 households was smaller in the first month when the construction began,and it was the month with the largest workload in March 2019.The three-format closed septic tank in yitang town is mainly divided into two types:the integrated FRP three-format septic tank and the cement-concrete brick three-format septic tank.In the fifth part,descriptive statistics and regression analysis are used to study and analyze the influencing factors of farmers' willingness to change toilets,the influencing factors of the progress of toilet reform,the utilization rate of toilet reform and the satisfaction degree of farmers.Armong them,the influencing factors of farmers'willingness to change toilets were studied and analyzed from the following four aspects:the propaganda intensity of village cadres,farmers' education level,the proportion of farmers' courtyard hardening,and the proportion of migrant workers.Explore the farmer culture degree of the size of the supplier will not too big impact,migrant workers situation will have little impact on the fanners supplier intend,village officials visiting household propaganda has a great influence on farmers supplier intend,village cadres in the toilet in the revolutionary work of the more active farmiers willing to supplier will becomes more apparent,farmers compound hardening of degree of farmer supplier will has the inverse ratio relationship.This paper probes into the influencing factors of toilet improvement degree from three aspects:the implementation strength of village cadres,the optimization degree of toilet reform policy,and the proportion of farmers' courtyard hardening.It is explored that villages with strong implementation of village cadres in the toilet revolution work will be faster in construction progress,and the optimization of policies will play a great role in promoting the progress of the toilet revolution.For villages with large proportion of hardening in the courtyard,it will be slower in the progress of the toilet revolution.Through questionnaires,household surveys and interviews,the utilization rate and satisfaction rate of toilet reform were obtained.On this basis,the toilet revolution has health benefits,economic benefits.environmental benefits and social benefits.In the sixth part,five problems and five reasons of the "toilet revolution" in the pilot town of yitang are concluded through research and analysis.Among them,the problems are that the toilet revolution encountered great resistance in the initial implementation stage,the backward ideological understanding of the toilet revolution by the cadres at the town and village levels and the weak implementation force,the lack of comprehensive analysis,the lack of overall planning and coordination,and the limited ability of the main leadership.The main reason is a small number of village cadres to the toilet awareness is not high,toilet and farmers' traditional concepts and customs conflict,rural families to take into account the toilet work,toilet construction personnel is not unified,part of the leading cadres only speak political correctness,did not promote as a whole.The seventh part puts forward the reasonable countermeasures and Suggestions of strengthening publicity,strengthening supervision,implementing responsibilities,adapting measures to local conditions,promoting and improving the system efficiently,standardizing the construction,letting the grassroots take the scheme independently,and encouraging the grassroots to try independently. |
