| Industrial pollution has become a significant obstacle to the sustainable development of China’s economy.At the same time,it has caused tremendous damage to the ecological environment and has become an important factor affecting people’s quality of life in China.Although over time,the Chinese government has launched a series of energy-saving emission reduction targets and achieved the expected emission reduction tasks,the cumulative effects of industrial pollution and the frequent occurrence of“smog”pollution incidents in recent years have once again brought enormous challenges for China’s ecological environment protection.How to achieve energy conservation and emission reduction,many scholars have given their own answers from different angles,and provided feasible policy recommendations,but due to the regional differences of industrial pollution and the complexity of the mechanism.It is difficult to fully realize how to form effective energy saving and emission reduction only from a single perspective.Based on the national industrial SO2 emissions as the research object,this paper firstly constructed a diversified perspective and dynamic DPSIR industrial SO2 environmental analysis framework.Through the relevant literature reading and carding the field of industrial SO2 research,the mechanism affecting industrial SO2 is effectively combed.Then collected data from the China City Statistical Yearbook(2005-2017),built a national industrial SO2 GIS spatial database,and then analyzed the spatial distribution and emission reduction of industrial SO2 through GIS spatial visualization,spatial autocorrelation and gravity trajectory migration.Secondly,the comparative analysis of national,sub-regional and regional exploration was carried out by constructing a weighted least square regression model(WLS)and a Geodetector method,and the spatial stratification heterogeneity of industrial SO2 was examined.Finally,based on the above research results,the following conclusions are mainly drawn.1)China’s industrial SO2 emission reduction effect is remarkable,including emission reduction effect in the eastern,central and western regions,and poor emission reduction effect in the northeast region;the national industrial SO2 space center of gravity is relatively stable,mainly located in Henan Province,roughly presenting"M"Type space trajectory and tends to change to the northwest;China’s industrial SO2has significant spatial autocorrelation,but the overall autocorrelation is weak.Specifically,high and high agglomeration areas are mainly concentrated in North China,including central Inner Mongolia,most of Shanxi,western Henan,Hebei and Shandong.2)According to the regression of the national model,the driving force of population growth and the pressure of industrialization have significantly improved China’s air quality.The driving force of economic growth has significantly deteriorated China’s air quality.The government’s response to emission reductions is not ideal,and corporate response and public response have effectively improved.China’s air quality;sub-regional view,the population growth in the eastern region,the driving force of economic development has improved China’s air quality,industrial pressure has effectively improved China’s air quality,the government’s response to emission reduction is not ideal,and the company and the public responded gradually to improve air quality.The trend is moving forward.The driving force of population growth in the central,western and northeast regions has improved China’s air quality,and economic development has worsened China’s air quality.Industrial pressures have benefited from industrial upgrading and engineering and emission reduction measures to improve the environmental quality of the region.The expected results will be achieved,and the public response will benefit from the improvement of marketization level,which will improve China’s air quality.The results of comparative analysis show that the influencing factors have effectively shifted time and space,and further effective countermeasures should be made for the above changes in the future;The detector calculation found that the explanatory force of population growth driving factor gradually disappeared,the economic driving force and industrial pressure explanatory power gradually decreased,the government and enterprises responded to the explanatory power,and the public response failed to effectively act on industrial SO2.The two-factor or non-linear enhancement is further enhanced,which further enhances the interpretation of industrial SO2.3)Enlightenment from the results of global regression:promote the high-quality development of urbanization level;further promote the green transformation and upgrading of urban economic development and industrial development;strengthen the effective integration of central government to local environmental protection departments,and achieve environmental pollution between regions.Joint control and prevention system;realize command-and-control environmental regulation to effectively transform market incentive environmental regulations;reduce industrial pollution emission intensity,further improve market system and mechanism,and improve regional investment and financing environment.4)Policy implications from sub-regional return:For the eastern region,we will consolidate the achievements of economic and industrial transformation and upgrading,strengthen the improvement of the environmental governance system,vigorously develop emerging renewable energy,curb economic vicious competition between regions,improve the fiscal and taxation system,and promote the development of market-driven environmental regulations.For the central region,strengthen the high-quality development of urbanization,promote the rational and orderly flow of population between urban and rural areas,and develop an efficient and sustainable urban energy supply system.For the western region,protect the ecological red line,prevent over-exploitation,improve its environmental access threshold,strengthen fiscal transfer payments to the western region,and avoid the western region becoming a“pollution shelter”;for the northeast region,optimize business in the region.The environment will vigorously promote the development of the non-public economy,strengthen the reform of the market-oriented mechanism of state-owned enterprises,optimize and upgrade the industrial structure,and realize the dynamic management of environmental quality supervision.5)Inspiration for different responders:First of all,for the government,to further strengthen the intensity of environmental regulation,establish a list of pollution enterprises that break their promises,and actively guide polluting enterprises and the public to carry forward the concept of environmental protection.Optimize the business environment of market environmental protection enterprises and promote the spatial spillover of clean technology level of clean enterprises;secondly,for the main bodies of polluting enterprises,consciously abide by national environmental protection laws and regulations,and continuously strengthen investment in clean technology research and development,Clarify the main responsible persons for enterprise pollution discharge and strengthen the awareness of environmental protection;finally,for the public,advocate the concept of environmentally friendly consumption,consciously classify garbage,and strengthen the local"master"consciousness of environmental protection.Actively report the phenomenon of illegal sewage discharge. |
