Research On The Dilemma And Countermeasure Of Rural Environmental Governance Of Grass-roots Government In China

With the in-depth implementation of the rural revitalization strategy in China,the economic and social undertakings in rural areas have made considerable progress,but the problem of rural environmental pollution has become increasingly serious.The rural environmental issue is a key livelihood issue that needs to be resolved in China's ecological civilization construction and the establishment of a well-off society.The Party and the state attach great importance to the problem of rural environmental pollution,promulgated a series of documents such as the 13th Five-Year Plan of National Rural Environmental Renovation,and increased investment for rural environmental governance,but the environmental quality of rural atmosphere,water and soil has not been effectively improved.From the perspective of grass-roots government,this paper analyzes the dilemma,causes and countermeasures of rural environmental governance in order to promote the sustainable development of rural ecological environment and economy in our country.This paper mainly discusses the following contents.First of all,this paper analyzes the current situation of rural environmental governance in China,including the current situation and characteristics of rural environmental pollution and the basic practices of rural environmental governance in China,highlighting the seriousness of rural environmental governance and the degree of governance difficulties.Secondly,this paper selects the L town of Zibo city as a case,The L town of Zibo City has developed economy but the rural environment quality is poor.The pollution caused by the township enterprises to the rural environment is relatively serious,so the case is representative and typical.Through the field investigation of L town in Zibo city,this paper investigates the institutions,responsibilities,measures and evaluation of the rural environmental governance of the L town government.The deficiencies in the environmental governance of the L town government include the lack of effective supervision,the imperfection of the environmental governance organization and the big gap of governance funds.These provide a factual basis for the following analysis of the dilemma of rural environmental governance in China.Thirdly,the demands and conflicts of various stakeholders in the rural environmental governance of L town are described by using the stakeholder theory,and use the stakeholder matrix to obtain the strategy of constructing the balance mechanism of stakeholders'interest appeal.This paper proposes that L town government and rural residents should achieve complementary advantages,actively strive for funds for rural environmental governance from superior government and support the transformation and upgrading of township enterprises to establish a balance of appeal mechanism.Then,based on the deficiency of the rural environmental governance of the L town government,this paper analyzes the dilemma of the rural environmental governance of the grass-roots government,including the imperfect establishment of rural environmental governance institutions of grass-roots government,the long-term dominant position of grass-roots government in rural environmental governance,the insufficient investment of the grass-roots government in rural environmental governance and the low enthusiasm of grass-roots government in rural environmental protection and governance.And its causes are analyzed in order to provide a reference for the proposal of countermeasures.Finally,according to the existing dilemmas,causes and the construction strategies of the balance mechanism of interest demands of various stakeholders,this paper puts forward some concrete countermeasures and suggestions from the aspects of setting up the rural environmental governance institutions scientifically and rationally,constructing the rural environmental governance cooperation network,increasing the investment of funds for rural environmental governance,incorporating environmental indicators into the assessment system of grass-roots government and so on.
