A Study On Ecological Security Evaluation Of Dongting Lake Ecological Economic Zone Under The Background Of Main Functional Area

Ecological security status and regional economic level play an important role in regional construction and development.In recent years,with the steady improvement of economic development quality and people's living standard,people pay more and more attention to ecological environment and ecological security.Dongting Lake ecological economic zone,which was officially approved and established in 2014,is located in the Yangtze river economic belt vertically crossing Hunan and Hubei provinces,five cities and 33 counties.It is rich in resources,first-rate in location,huge in size and complex in influence,and it has been an important representative of the regional development of the great lakes basin in the long-term development process.Ecological security concerns sustainable development and is closely related to ecological progress and the building of a "beautiful China".It also reflects the status of regional ecological security.At present,the development of ecological economy is highly valued by the party and highly concerned by the people.In the national and provincial main functional area planning,the ecological indicators are also distinguished and described.Based on the relevant theories of domestic and foreign experts and scholars on ecological security and ecological economic development,the model construction and index evaluation of ecological security in Dongting Lake ecological economic zone were carried out in this study,and the ecological security status score based on year was obtained by combining the standardized index and the valuation of each index of ecological security.The research results show that in 2013,the relative status of ecological security is only-0.4469,which is at a poor level in the comparative analysis,and has been given more negative scores due to the level of economic and social development and the problems left over from history.In 2014,after Dongting Lake ecological economic zone was approved,the overall regional ecological security level was driven by the combination of various aspects of economic and social development and related ecological index and growth,and the comprehensive evaluation score was changed from-0.2080 in 2014 to 0.0588 in 2015.Due to the slowdown of economic growth and the change of natural conditions,the level of ecological security has been improved during 2015-2016,but it has not changed much.The relative status in 2016 is 0.1591.In 2017,the relative status of ecological security reached a new high of 0.4370 due to the increase of tourism income,the substantial increase of afforestation area and the rapid increase of forestry index,as well as the rapid increase of relevant indexes of environmental protection industry.On the one hand,the changes of these indicators give timely feedback to the planning and development goals of the main functional area and the construction of the ecological economic zone of Dongting Lake.On the other hand,it also scientifically reflects the continuous improvement of ecological security in recent years,the construction of ecological civilization and the enhancement of people's ecological consciousness.In the process of the analysis of the countermeasures and suggestions,the study takes the ecological security and ecological economic research methods and the analysis method of interdisciplinary combination,this paper put forward the corresponding analysis method through the analysis of the behavior game mechanism and theory of public finance theory and the integration of Dongting Lake ecological economic zone construction related content,so as to seek a relatively novel to analyze problems and solve way of mechanism.In the end,the paper summarizes the existing and unachieved analysis in the research process,such as not fully reflecting the spatial differentiation and not organically combining the indicators within Hubei province in the ecological economic zone of Dongting Lake.On this basis,the next step of the analysis and research objectives and direction,the next stage of land and resources integration and development and regional ecological environment construction and other key technologies and research methods are described and looked forward to.
