A Study On Ecological Compensation Mechanism Of The Poyang Lake Ecological Economic Zone

In December2009, the State Council officially approved the Poyang Lake Ecological Economic Zone Planning, which meant the development of Poyang Lake Ecological Economic Zone became a national strategy. The Planning pointed out that, the Poyang Lake Ecological Economic Zone should be developed into a national and even a world-class ecological economic demonstration zone which is harmonious between ecological civilization and economic development; between man and nature; and is highly developed. This promoted clear requirement about the Poyang Lake region to achieve the coordination between economic development and ecological environment protection. On the other hand, the national Main Functional Area Construction Planning proposed the envisage that different regions responsible respectively for the function of development or protection, thus provided a useful idea to achieve the goal of both economic development and ecological protection by optimized arrangement of national special resource. This paper, based on the fact that the Poyang Lake Ecological Economic Zone now is in low level of development and has strong demand of development, explores the ecological compensation mechanism based on the perspective of the main functional areas; and the possible ways to achieve mutual coordination between economic development and ecological environment protection of Poyang Lake Ecological Economic Zone.The paper is divided into five chapters:Chapter one is Introduction. This part introduces the research background and significance, and also introduces the research thoughts and methods by studying relevant literature. Chapter two is the theoretical framework of the paper, which analyzes the relationship between the development of main functional areas and ecological civilization; illustrates the influence of main functional areas development towards equitable regional development opportunities; and explores the necessity and features of the ecological compensation mechanism of the main functional areas development. Chapter three is the analysis of the main functional areas development of Poyang Lake Ecological Economic Zone. This part, based on the introduction of the natural and cultural environment of Poyang Lake area, mainly analyzes the pressure of Poyang Lake Ecological Economic Zone development in facing the ecological environment protection and economic development; also analyzes the main functional areas zoning of Poyang Lake Ecological Economic Zone, the regional policy and the economic interest relationship between different main functional areas; illustrates the necessity of improving ecological compensation mechanism during the development of Poyang Lake Ecological Economic Zone in the Perspective of main functional area. Chapter four focuses on the main ideas of ecological compensation mechanism development of Poyang Lake Ecological Economic Zone. By explaining the basic conditions of ecological compensation mechanism development, this part analyzes the status quo of the ecological compensation of Poyang Lake Ecological Economic Zone, explores the main problems in facing the development of ecological compensation mechanism of Poyang Lake Ecological Economic Zone, and puts forward a number of policies to further improve the ecological compensation mechanism. Chapter five is the summary of this paper and proposes some outlook for further research.This paper believes that the Poyang Lake Ecological Economic Zone is in facing of the dual pressure of ecological environment protection and economic development, the difference on ecological environment and economic development between different regions is huge. There is great demand in promoting economic development and ecological environment protection efficiently through the main functional areas development. The main measures is to divide the area into development area and ecological conservation area based on the region’s resources and environment carrying capacity and the development potential, and define each area its main function. The interest of the different main functional areas should be coordinated through the ecological compensation mechanism aim at inter-regional equitable development, to make sure that ecological conservation area also have access to equitable development while protecting ecological environment. To achieve the value return of the ecological products is the key to the development of the ecological compensation mechanism of main functional area. In the development of main functional area, the ecological compensation of ecological conservation area should be achieved by combining policy and market mechanism from three aspects: the ecological environment protection and management, the development of ecological products and the value realization of ecological product. This paper, based on the analysis of the status quo, characteristics and problems of Poyang Lake Ecological Economic Zone, proposes some policy suggestions to promote the ecological compensation mechanism of Poyang Lake Ecological Economic Zone from three aspects:the improvement of institutional system, ecological economic aid in key areas, as well as the improvement of ecological products trading mechanism.
