Research On The Double-river Chief System In Water Environment Management

In the new era,the relationship between government and society is increasingly close,and the need for collaborative governance is increasingly prominent in social governance and public affairs management.This paper takes the cooperative relationship between government and society in water environment management in G city as a clue,and answers the core question of "what is the double river chief system" closely around "how to cooperate",that is,what is the operation logic of the double river chief system.To this end,the author in G city,some environmental protection commonweal organization conducted participatory survey as a volunteer,"double river chief system" for water environment management operation mechanism and content has a comprehensive grasp,reveals the logic of the operation of the "double river chief " based on the response to the country push on the modernization of the management system and management ability construction of the major theoretical and practical problems.This paper discusses the process of how the "government river chief" and the"civil river chief" are embedded in each other to achieve the cooperation of water environment management.It is found that the "double river chief" refers to the collaborative governance between the government and the society based on two-way embedding,and the two-way embedding process refers to the game process of both sides' interests.Second,the independent construction of social organizations is weak,in social activities need to be recognized and supported by the government.Based on the needs of interests,the two forms a two-way interaction,the upper and lower linkage,the whole people move in unison.In order to achieve the same goal,the government and the society have the necessary and sufficient conditions for cooperation,forming a characteristic "civil river chiefs" to find problems,"government river chiefs" to solve problems "double river chiefs system.The bidirectional embedded collaborative governance forms an increasingly stable network relationship structure,reduces the water environment governance cost of local governments,improves the public satisfaction of water environment governance,and achieves good results.Embedded operation in two-way collaboration and governance,of course,the "double river chief system",also has to deal with the following dilemma: excessive reliance power,lack of management experience and ability,management capital source channels of a single,lack of formal communication,lack of scientific evaluation mechanism,the lack of formal legalsystem framework,some enterprises lack of social responsibility and other issues.In view of the above difficulties,the author puts forward the corresponding path optimization.Finally,based on the G city of Guizhou "double river chief system" practice case as the breakthrough point of relationship between government and society in our country,with "double river chief" mutually embedded as primers of work together,to "the government-folk river chief" the cooperation should be further explore the innovation mode of the water environment management at the present stage in China,is a transitional period of our country governance system and management ability of the concrete embodiment of modernization,and social adjustment reflects the government governance,residents autonomy of the benign interaction,laying solid foundation for water environmental governance,responded to China's local governance during the transitional period of the government and the effective demand of social collaboration.
