The Research On Policy Failure And Correction In Environmental Protection

With the development of the national economy,Chinese people gain a stronger sense of benefit,at the same time,people are demanding higher quality of life.As a key part to promote balanced economic,political,cultural,social,and ecological progress,ecological civilization constraction must be paid more attention to.In the 19 th CPC National Congress,the word "ecology" has been mentioned repeatedly,which has attracted the attention of all sectors of society in recent years.In view of various pollution,the government has promulgated a number of laws,regulations on environmental protection in accordance with the principle of classified management.With the deepening of practice,the policy system has been continuously improved.However,environmental protection is still in a subordinate position at present,and environmental protection policies are difficult to play their due role,resulting in a failure phenomenon and challenge their authoritativeness.It is of great practical significance to analyze the phenomenon of policy failure in the process of environmental protection and to put forward practical and feasible corrective measures.As one of environmental protection policies,"plastic bags ban" hasmany distinctive characteristics,such as long history,wide range of objects,multi-subject,controversial and so on.The problems highlighted in the policy process are enlightening.It is found that the research on environmental protection policy is mainly focused on a single link,but neglects the relationship between each link of the policy,so it is difficult to form a linkage system to play a role.This article combed the implementation process of "plastic bags ban",summarized its' malfunction by questionnaire survey.Then discussed the factors that influence the policy from three aspects on the basis of the comprehensive model of execution.We summarized the problems in the process of formulating to the end of environmental protection policies in China,such as weak scientific argumentation,unclear authority,responsibility of departments,insufficient means of pollution control,weak implementation of policies and serious lag in evaluation and adjustment.Finally,this paper put forward some suggestions for further adjustment,such as full demonstration,policy implementation,process integrity,supporting measures and public participation.In order to provide some reference for the effective implementation of environmental protection policy,so as to better build a beautiful China.
