A Research On Deviation And Correction Of Environmental Policy Implementation Of China

Ecological environment and natural resources are the material basis of human survival. They are not only the basement of economic and cultural development but also the premise condition of sustainable development strategy. Besides, the ecological environment and natural resources are closely related to human’s healthy status. After adopting reform and opening policy, Chinese economy undergoes a rapid development, but the environment becomes much worse.All kinds of environmental problems are emerging, such as land desertification, shortage of water resources, marine pollution,airpollution. People cannot ignore the environmental deterioration. The environment problem has a negative impacton the development of our economic production. In order to control the environmentaldegradation effectively, China has already built a series of environmental policies. These environment-related policies made some effects in the environment protection, but environmental problemsremain severe. This paper considersthatthe main reason of environmental problems is that environmental policies have not beeneffectively implemented. So it is quite significant to find the reasons which lead to the deviations in the implementation of environmental policy and correct them through the analysis of the implementation of environmental policy. So the research of this article has theoretical and practical significance.This article consists six sections in all. The first chapter is a brief introduction, describing the background and practical significance of this study, and sorting out the relevant research results at home and abroad to determine the research thinking, methods and thesis frame. The second chapter is concept definition and theoretical overview, specifically clear the core concepts and basic theory used in this article. The third chapter focuses on reviewing the text and implementation process of environmental policy, and makes the subjects and objects clear in environmental policy implementation. The fourth chapter describes the current situation of environmental policy implementation, and analyses the deviation and hazards of environmental policy implementation. The fifth chapter explains deeply the reasons of deviation produced in the environmental policy implementation, and highlights the interests of the game parties in the environmental policy implementation. The sixth chapter presents the correct countermeasures to the deviation of environmental policy implementation.Conclusions drawn from the current research are as follows:First of all, many factors are capable of influencing the validity of environmental policy implementation, such as the policy itself, possible stakeholders, the methods of policy implementation and policy implementation mechanisms. In regard of the special nature of environmental policies, the game between different interest groups is the major factor which can influence the implementation of environmental policies.Secondly, the nature of environmental policy implementation is to allocate public interest. So the correction to deviations need to improve the quality of their own environmental policies, integrate central and local governments interests, improve environmental policy implementation mechanisms, build partnerships between government and enterprises and guide public participation in policy implementation.
