Research On Individual Responsibility And Its Identification Path In Environmental Risk Governance

Due to the holistic and systematic nature of environmental risks,most research on environmental risk governance focuses on the responsibilities of collectives,organizations,and governments,often ignoring individual responsibilities.In fact,each individual exists not only as an independent individual but also as a member of the government,organization,and collective.The maximum commitment of individual responsibility is the basis for achieving collective responsibility.If an individual lacks recognition for their environmental risk management responsibilities,it is difficult to make breakthrough progress in environmental risk governance.Therefore,the paper focuses on individual responsibility and related issues in environmental risk governance."Individual" is a concept corresponding to organizations and collectives.Individual responsibility is the responsibility consciousness and responsibility of individuals as environmental risk governance subjects in environmental risk governance.In terms of content,individual responsibility includes negative individual responsibility and positive individual responsibility.The former emphasizes that individuals have the responsibility to follow existing environmental norms and reduce environmental risks;the latter requires individuals to create new production lifestyles and eliminate environmental risks.Individuals should bear these responsibilities.First,each individual is a source of risk for environmental risks,and individuals should be responsible for the results of their actions.Second,governance gives individuals the right and qualifications to participate in governance.Individuals should assume their responsibilities.Third,in the trend of individualized society,the ability of individuals to take responsibility,the ability to control resources and the ability to destroy the environment are increasing,and individuals should be responsible for what he can do under certain circumstances.On the whole,the awareness of environmental responsibility of public individuals in China has been greatly awakened,but the lack of individual responsibility is still a common phenomenon in current environmental risk management.This is manifested in the sense that individual rights are greater than the sense of responsibility and the individual's dependence on government,technology and technical experts.The lack of individual environmental risk governance cognition,the lack of social governance atmosphere and the lack of individual participation in governance path are the main reasons for the lack of individual responsibility in environmental risk governance.Advancing the identification of individual responsibility in environmental risk governance can start with a multidimensional path.First,the individual's cognitive structure is changed through the educational path,and the individual's knowledge structure and basic quality in environmental responsibility are improved.Second,through the social path,using the example to promote the formation of a good social governance atmosphere,the role model is an important source of individual social learning.The third is to provide an effective way for individuals to participate in environmental risk management through deliberative democracy in the political path.
