With the sustained development of the national economy,the national crude oil reserve is an important guarantee for the sustained and healthy development of the national economy.As a strategic reserve,the crude oil storage method is being converted from underground reserves to underground reserves.Considering that the groundwater seal crude oil reservoir has the characteristics of no lining and large density of caverns,the derivative storage method includes groundwater seal crude oil cavern and salt rock crude oil cave.Library.Compared with the above-ground reserve,the underground sealed oil cavern not only has the advantages of high safety,long service life,and avoidance of conventional weapons attacks,but also has the advantages of strong regional adaptability,large inventory scale,small floor space and easy expansion.It has become the primary choice for the construction of domestic and foreign oil reserves.However,at the same time,the groundwater-sealed petroleum cavern project usually has the characteristics of large-scale caverns,large quantities,complicated engineering geology and hydrogeological environment,which brings new challenges to the construction and management of underground oil-sealed caverns.Post-project evaluation is an important part of the project management process.After the project evaluation,the project's implementation process and economic benefits are analyzed and evaluated,so that relevant and accurate information of the project can be obtained,which provides effective feedback,control and improvement for the project.The theoretical support will eventually provide lessons for the next round of project investment decision-making and project management processes.Based on this background,this paper takes the post-evaluation of the water-sealed petroleum cavern project as the research object.First of all,this paper clarifies the difference and focus of post-evaluation and pre-evaluation and in-process evaluation,and compares the main evaluation methods suitable for post-evaluation of the project,providing theoretical basis and method for the following.Secondly,based on literature research and expert interviews,this paper establishes the post-evaluation index system of the Shuifeng petroleum cavern project,which includes 15 sub-criteria,and six aspects:management process,economic benefit,social benefit,technical benefit,ecological benefit and sustainability.Then,this paper constructs a post-evaluation comprehensive evaluation model for the groundwater-sealed petroleum cavern project,and introduces the basic principles and calculation steps of the model.In the comprehensive evaluation model,the sequence relations method is used to determine the index weight,and the item extension method is used to evaluate the project.Finally,a groundwater-sealed petroleum cavern project of Sinopec is taken as an example.The results show that the operation of the groundwater seal oil cavern project has achieved the expected results.The post-evaluation index system and evaluation model of the water seal petroleum cavern project constructed in this paper can provide theoretical and practical reference for other similar projects.Based on the practical work experience and combined with the post-evaluation methodology,this paper studies the post-evaluation of a certain underground water seal oil cavern project of sinopec.Underground water seal oil underground structure as a safe,efficient and economic way of storage,in a timely manner after assessment on construction project can provide experience and subsequent storage project construction in our country,theory support,help to improve China's strategic oil storage capacity,improve the management level of project construction,promote the sustainable development of the strategic oil storage project.
