Study On The Issues And Countermeasures Of Financing Risk Management Of PPP Project In Shahe River Water Environment Comprehensive Management In Zunhua City

Comprehensive management of the water environment is an important task to improve the living situation.However,the water environment management in China is a complicated project with long time-consuming,large capital input and high professional requirement.To alleviate the huge financial and human pressure,in recent years,local governments have increasingly applied the PPP model,that is,the mode of cooperation between the government and social capital,to the comprehensive management of the water environment.However,due to the long cycle of PPP projects,the large amount of capital input and the complex financing structure,there are many uncertain factors and higher financing risks in such projects.To ensure the smooth implementation of the project,financing risk management is essential.This paper focuses on the research of project financing risk management in PPP mode,based on the related theory and research methods of project financing risk management.The PPP project of comprehensive water environment management of Shahe River in Zunhua City is analyzed in this paper.Firstly,this paper expounds the current situation of project financing risk management in risk identification,risk assessment,and risk sharing.On this basis,the author found that the risk identification is not comprehensive,the classification is not clear,the risk evaluation link is missing,the risk sharing process is unreasonable,the risk-sharing framework is not perfect and so on.Finally,aiming at each problem and combining the cause of formation,the author uses expert consultation and questionnaire survey to collect related opinions and data,and then adopt Delphi method and Fuzzy Analytic Hierarchy Process(FAHP)to bring up some reasonable solutions.
