Research On The Cost-benefit Of Herdsmen Under The New Round Of Grassland Ecological Reward Policy

Tongliao City is located in the hinterland of Horqin Grassland and plays an important role in the development of animal husbandry in Inner Mongolia Autonomous Region.Jarud Banner is located in the northwest of Tongliao City.The livestock industry is developing rapidly.It is of great significance to carry out research on herdsmen's management.The development model of animal husbandry in Jarud Banner is also determined by the herdsmen's production and management.Since the completion of the first round of grassland ecological subsidy policy in 2015 to 2017,the new round of grassland ecological supplement policy has brought about changes in the production and operation of herdsmen in Jarud Banner.Therefore,the cost and benefit of the herdsmen in Jarud Banner under the new round of grassland ecological supplement policy are studied.At the same time,it is analyzed how to achieve the lowest operating cost,which is conducive to the increase of the income of the herdsmen in Jarud Banner,stimulating the enthusiasm of the herdsmen,and the development of animal husbandry in Jarud Banner.Important role.Based on the analysis of domestic and foreign literatures and related theories,this paper compares 101 households and herdsmen in Jarud Banner,and compares the changes in cost and benefit of herdsmen in 2015 and 2017,and then uses DEA.The model measures the efficiency of the operation cost of the herdsmen in Jarud Banner under the new round of grassland ecological supplementation policy in 2017,and evaluates the factors affecting the cost efficiency of the herdsmen.The results as follows:First,under the new round of grassland ecological subsidy policy,the continuous increase of direct material cost in the operating costs of the herdsmen in Jarud Banner is still the largest investment of the herdsmen.The change of manufacturing expenses and depreciation expenses of fixed assets of the herdsmen is rising,the fastest rise.For the depreciation expenses of the herdsmen,the remaining direct labor costs have decreased,and other operating costs have changed little.Secondly,in terms of the operating efficiency of the herdsmen in Jarud Banner,the profit rate of the herdsmen's households has increased,and the income from the sales of livestock has continued to grow.It is still the main source of income for the herdsmen in Jarud Banner,among which the sales of beef cattle contribute a lot to the income;In terms of income structure,the simplification of income sources is gradually broken,and the operating structure is developing in a diversified direction.Third,the overall level of operating cost efficiency of the herdsmen in Jarud Banner is not high,mainly due to the low efficiency of the herdsmen's operation and allocation.In contrast,the technical efficiency of the herdsmen in Jarud Banner is better.Fourth,among the factors affecting cost efficiency,the sample of the household size of the herd of the Jarud Banner,the level of the head of the household,the farming method of the herdsmen,the satisfaction of the new round of grassland ecological supplement policy,and the timely release of the grassland ecological supplement funds are effective for the operation cost.There is a significant positive effect.The distance from the family to the market and whether the herdsmen operate natural disasters has a significant adverse effect on the cost efficiency.The number of labor,whether the herdsmen rent grassland,the proportion of income from animal husbandry,and whether the herdsmen have financial institutions The effect of borrowing and pastoralists on the new round of grassland ecological reward policy is not significant for the efficiency of operating costs.Based on the above research,it proposes to further adjust the structure of livestock breeding,strengthen the support for the construction of herdsmen's infrastructure,attach importance to the construction of pastoral cooperative organizations,pay attention to the training and guidance of herders,strengthen the implementation of the grassland ecological reward policy,and pay attention to the cost of herders.Policy recommendations such as optimal allocation of expenditure structure.
