The promulgation of "Implementation Plan of Domestic Waste Classification System" in March 2017 laid a good keynote for the successive development of waste classification work in the new period.Since then,with the issuance of other relevant policy documents,China's municipal solid waste classification work has been steadily advancing.As relevant analysis shows,both social and professional maneuverability must be considered in waste classification to realize complementary advantages of both.The dual-track strategy of "source socialized classification + node specialized sorting / classification" can be used as one of the effective means to promote garbage classification work.However,in the practice of waste classification,local governments only focus on social classification,but neglect the importance and specific research of follow-up professional sorting/classification,resulting in poor actual waste classification effect.On the basis of socialized classification at source,this paper made a systematic study on specialized sorting/classification:a)Considering the factors of environment,economy and society as well as their interrelation and interaction,the evaluation model of source socialization classification schemes was constructed by network analytic hierarchy process(ANP).b)Based on the rough classification at source,the specialized nodes were analyzed:a node comparison and selection model was built by grey fuzzy comprehensive analysis method,and to quantify the qualitative index in this model,Data Envelopment Analysis(DEA)fuzzy evaluation method was used to build a quantitative model.In addition,the index weight was determined by standard deviation modified G1 combination weighting method.c)An empirical study was carried out in Haikou City,one of the 46 key cities of waste classification.Based on the basic data obtained from domestic waste classification experiments,questionnaires and spot investigations into all the transporting stations in Haikou City,the evaluation index values were determined,and the evaluation and comparison analysis were carried out by using the established models.The results show that the optimum classification mode for Haikou City is the centralized sorting/classification at sorting center based on dry and wet source-classification,that is,the mode of conducting centralized specialized sorting/classification of other waste(dry waste)at sorting centers based on the socialized classification scheme of three classifications(hazardous waste,perishable waste,other waste).
