In recent years,with the development of economy,the municipal solid waste is increasing yearly,the situation of garbage besieged city is becoming more serious.In our country,although the source classification of garbage has been regarded as an important aspect of the management of domestic garbage,it is also the important premise of reducing the quantification and resource of living garbage,but the implementation of the source classification of garbage is struggling and the effect is unsatisfactory.Since 2000,our country has implemented a pilot work on the source classification of garbage in eight cities,but the results of the trial are not satisfactory,and no city has really promoted the classification of garbage source,and implanted into the popular hearts.In general,the treatment of domestic garbage in China is still the original mixed collection,mixed removal and mixed disposal.As a social problem,the problem of living rubbish is becoming more and more concerned,and various researches show that people's knowledge of living rubbish and the management behaviors of living rubbish in daily life are not coordinated.Most people can understand the protection environment,but in order to protect the environment and change their way of life,even in the comfort,convenience and so on the sacrifice of the few,the majority of residents only to classify the garbage as a possible exercise of the right to abandon,rather than the obligation to fulfill and bear the corresponding responsibility.The classification of urban resident garbage a heavy responsibility for environmental protection projects,the modern society no longer emphasize the country or market in the environmental protection only status,the concept of autonomy requires individuals to actively assume the environmental responsibilities of individuals.This paper actively explores the feasibility of the compulsory classification of domestic refuse from the perspective of residents in the classification of domestic refuse.This paper firstly summarizes the urban garbage,from the definition of urban living garbage,the negative effect of environment,and the classification of three aspects of urban domestic garbage.And mainly discusses the residents as the main body of discharge should fulfill certain duties;Secondly,the paper introduces the actuality and problems of the classification of urban residents ' garbage in China,and finds out the reasons for the difficult classification of municipal solid waste in the present stage,and expounds the legitimacy of the residents fulfilling the classified duty of living garbage,and Residents should also be the object of compulsory household garbage classification,from the legitimacy of jurisprudence,legal basis and practical significance to demonstrate the legitimacy of the residents ' obligation to carry out classified placement;Finally,through perfecting relevant laws and regulations,setting up the contents of compulsory classification system of municipal solid waste and corresponding measures for the construction of the compulsory classification system of residential refuse to solve the difficult situation of urban garbage classification in our country,and promote the "reduce quantification,resource and harmless" of domestic refuse,laying the foundation for constructing circular Economy society.
