| As the quickly development of marine oil and gas resources exploit,more and more Chinese ship yard begin to undertake the offshore products with high technical and high added value.The offshore products have more required not only the manufacturing ability and equipment for the shipyard but also for the project design ability and project management.The offshore products with more complex function,technically demanding and they are seldom be ordered several at once,so the enterprises are difficult to manage the offshore project as same as the ship projects which are usually used production planning management model,the enterprises must bring in the pre-planning work to build frameworks for the project management.Meanwhile the offshore product’s design period and difficulty level are longer and higher than the ship’s and it also locks more than eighty percent of the product cost.The design management of offshore equipment are very important for the products delivery time,quality and economic benefit.This thesis are using the FLNG project as an example which were constructed by our company,analyzing and studying the content and method of pre-planning and design plan management.The main contents and results as follows:The thesis studying the offshore project feature,combined the content and method of project management then analyzing the special management requirement of offshore project,bring to the introduction of function and content for pre-planning.Analyzing the relation between pre-planning and plan.Basing on the comparison for several plan manage method,this thesis giving the ideal of using the network planning method for design planning management.According to the analysis of the contents about the project plan management,and study several WBS of ships project,this thesis propose a new WBS to adapt to the design planning of offshore project,this thesis mainly analyzed the application of network planning evaluation method,and the dynamic control method of offshore project planning,these research are in order to realize the truly manage for monitor and adjustment of project planning management.Basing on the problems during the process of the FLNG project design plan management.This thesis analysis the underlying causes of typical problems,these problems and analysis result could be refer by other offshore enterprises.And based on previous research,this thesis proposed an optimize method for the project design plan management,which is mainly about WBS optimization,project organization structure optimization and the method optimization for plan making.This thesis adopt the actual data of FLNG project,combine the optimized WBS structure and PERT network plan model,using the probability analysis,finding a method could evaluate the design planning effect in advance.It provide a basis for the planning dynamic monitoring and timely adjustment.According to the method,this thesis propose the process of the plan control and tools.At last this thesis point out the research results and the shortcomings of this paper.The thesis could provide valuable reference about the pre-planning and design plan management for other offshore enterprises. |
