In recent years, the development of China's petrochemical industry is very rapid. As China's key projects to support future third five-year plan, WS invested 70 million tons of ethylene construction plans in last several years, and in the future it will continue to invest in the expansion of ethylene project. However, there are problems in the conventional project management, especially the scheduling problems, this study attempts to study the project schedule management of the company WS existed in ethylene project management.First, it outlines theory and methods of target and project management, systematically expounded the progress status of the petrochemical project management at home and abroad at present. Secondly WS ethylene project were introduced, the current status of their project scheduling management are analyzed, and pointed out the problems existed. Then, breakdown of project targets was done based on theory of target management, and AHP was used to determine the weights of targets, based on which cost was found out the most important factor affecting scheduling target. Then a method of scheduling optimization combined with project cost was promoted. The construction of cracking chamber was taken as an example to describe how to improve the project scheduling based on target management. Finally safeguards of project schedule optimization for WS ethylene were given. We point out that the project schedule management should improve the project schedule management system, including the coordination of the project preparatory work to develop, progress and target other objectives, management and progress management of other organizational objectives structural optimization; then gives the model and methods to control the progress of the project scheduling, and the implementation of safeguard measures; at last the project schedule should be prepared to prevent and control risks, and to develop effective employee incentives to ensure progress towards achieving the objectives.This study not only provides recommendations for the enterprise project management, but also provides a reference for other companies.
