Facing the global climate change and energy crisis, vigorously developing clean energy has become a strategic choice for our country and even the world. With the continuous growth of China's clean energy industry, its elimination of contradictions are becoming increasingly apparent.Based on the present situation of energy and load distribution in China,trans-provincial elimination has become an important means to enhance the utilization rate of clean energy and solve the difficult problem of clean energy development, but it is seriously restricted by such factors as serious inter-provincial barriers and imperfect market mechanism,so it is urgent to seek new market mechanism. At the same time, the National carbon trading market officially launched, renewable energy quota system is also expected to be implemented in the near future. Both will change the competitive pattern of power industry and affect the decisionmaking behavior of market subjects.Based on this,it is of great practical significance and academic value to study the influence of carbon trading and green certificate trading on the elimination of clean energy across provinces and regions,to realize the optimal allocation of energy resources in the whole country,to promote clean energy elimination, and to enhance the level of clean energy dissipation. To sum up,this paper makes the following research on the effects of carbon trading and green certificate trading on the cross-provincial elimination of clean energy:Firstly, this paper combs the policy background and present situation of clean energy development, analyzes the causes of the obstruction of clean energy, and summarizes the current research status and achievements at home and abroad, and on this basis, analyzes the basic theories of carbon trading, power generation right trading and renewable energy quota system, and clarifies the interaction between each market mechanism.Secondly, considering that the implementation of carbon trading will increase the pressure of power enterprises to reduce emissions, the phenomenon of "three discards" will also increase the demand for clean energy across provinces and regions, the dual role of the two will profoundly change the market game behavior of power generation enterprises.Based on the synergistic influence of carbon trading and power generation right transaction, considering the constraint of carbon quota and the obstruction of clean energy, taking into account the economy and environmental protection of the transaction, this paper puts forward a low-carbon incentive type of clear way,and constructs a multimain game model of power trading across provinces and regions under carbon trading. An example is taken to verify the validity of the proposed clearing method and model, and to analyze the influence of carbon price on the crossprovincial elimination of clean energy. Finally, because the implementation of renewable energy quota system will profoundly change the competitive pattern of the power industry, the enhancement of consumer environmental awareness will also affect the demand of green electricity, the dual role of the two will lead to an important change in the decision-making behavior of the main body of power trading across provinces and regions. Therefore, considering the influence of renewable energy quota system and consumer preference, clarifying the complex power supply and demand relationship among the main trading subjects, using utility function to depict consumer decision-making behavior, aiming at the maximum profit, based on the state of non-cooperation and cooperation in supply chain, the multi-main game model of power transaction across provinces and regions under renewable energy quota system The validity of the model is verified by an example, and the influence of different quota ratios and other key parameters on the crossprovinces of clean energy is analyzed.
