With the booming construction industry and the progress of urbanization,the amount of construction waste has increased year by year.To solve the problem of disposal of construction waste,the state has vigorously promoted the combination of PPP model and construction waste resource industry to promote construction waste.Resource development.However,there are certain risks in the project,and the risk becomes the key to the success of the PPP project that hinders the recycling of construction waste.Therefore,accurate identification of risks and reasonable risk sharing are particularly important for the success of the construction waste resource PPP project.This paper firstly summarizes the research status of PPP model of construction waste resource utilization by summarizing the research status of PPP model of construction waste resource utilization,and then puts forward the problem and determines the research content.Then through the literature research method to select 23 risk factors affecting the construction waste resource PPP project,quantitative analysis of these risk factors from the five-dimensional structure,build a system dynamics risk model,find out the construction waste resource PPP project Key risk factors.Then the Shapley value risk sharing model is constructed to carry out risk sharing research.Finally,taking a provincial construction waste resource PPP project as an example,the risk sharing ratio of key risks at each stage of the project was analyzed and analyzed.The research results show that:(1)According to the simulation analysis of the system dynamics model,in the construction waste resource PPP project,the bidding risk is expected to occur between the 6th and 7th years after the project starts,and the construction risk will be in the 7th~8th It occurs during the year,and operational risks are expected to occur between 10 and 20 years.(2)In the construction waste resource PPP project,the biggest impact on the bidding risk is the cooperative environmental risk,the cooperative environmental risk entropy value is increased by 50%,the bidding risk entropy value is increased by 53.66%;the construction risk is the most influential to the construction risk.Construction period delays and design defects,when the entropy value increased by 50%,the construction risk entropy increased by 19.30%,19.25% and 19.08%,respectively.The biggest impact on operational risk is raw material power supply,production technology level and operation management efficiency.When the entropy value increases by 50%,the operational risk entropy increases by 21.52%,20.84% and 20.76%,respectively.(3)Through the case analysis,the main risk-bearers of financial risk,market risk and environmental risk are the private sector,and the proportion of risk-bearing is 72.79%,70.83% and 75% respectively.The public sector is the main risk bearer of political risk and force majeure risk,and the risk-taking ratio is 80% and 66.67%.In the project construction phase and operation phase,the main stakeholders are the private sector,which bears 72.5% of the risk in construction costs,70% in the construction delay,and 77.5% in the design defects,in the raw materials or power supply.It bears 55%,takes 67.5% in operational management efficiency,and takes 75% in production technology.The research conclusions further improved China's construction waste reduction management theory and risk identification and distribution theory,provided theoretical basis for government and construction waste resource PPP project management personnel in risk decision-making,and promoted construction waste recycling under PPP mode.Industrial development.
