Based on the quasi-natural experiment of emission trading,this dissertation evaluates the effect of the emission trading system on the emission intensity of pollutants by examining the impact of the system,and verifies the mechanism and heterogeneity of the system.The emission intensity of pollutants is measured by sulfur dioxide emissions(tons)per 10,000 yuan of GDP.Compared with the data used in this dissertation,the evaluation model is more complete.We find firstly,the emission trading system adjusts the industrial structure and the way of foreign capital introduction by optimizing the allocation efficiency of pollutant emission rights.This policy has reduced the emission intensity of pollutants by 1.7% in the pilot cities,and the market-oriented regulation of pollution emission reduction means is worthy of further promotion;Second,infrastructure conditions,the proportion of tertiary industry,population density,technology level,foreign direct investment and the scale of government expenditure are all conducive to the reduction of pollutant emission intensity.The intensity of energy use and the secondary industry will increase the emission intensity of pollutants.Third,the actual effect of emissions trading shows significant heterogeneity,especially in the region with relatively high energy use intensity and technology level,and the regional effect with high level of economic development.Fourth,as an environmental regulation policy,emissions trading does not show technical effect,and has no obvious promoting effect on regional technological progress,which may be due to the lack of effective implementation of the total amount control link.The emission trading system itself does not encourage the tertiary industry,but because of the inhibition of the secondary industry,the proportion of the tertiary industry is increased indirectly.From the perspective of policy makers,the pilot promotion of emission trading system should take fully into account the level of regional economic development,gradually promote according to the industrial structure,the intensity of energy use and other factors to form a national unified market.
